<br />loint CounclllP '" Z Work Session <br />February 12, 2008 <br /> <br />Consensus was reached directing Mr. Slotterback and Ms. Goodroad to amend the <br />transportation graphic to include proposed connector roads as discussed this evening. <br /> <br />Mr. Slotterback stated that at full build-out, the demand for park and ride spaces will be <br />150. He questioned whether the City desired to expand the current fitcility to meet the <br />projected additional 1 00 spaces or find another location. <br /> <br />city Administrator Larson suggested the draft state that MNIDoT and Park & Ride are <br />currently discussing the need to expand the park and ride fitcility. <br /> <br />Utilities <br />Mr. Slotterback presented the MUSA staging map and stated that Centerville is pretty <br />much built out with sewer fitcilities. He noted that in those areas to be developed, they <br />will connect into the existing system. He stated that the City Engineer has indicated there <br />is sufficient sewer and water capacity for those areas; as a result, no updated fitcilities <br />will be required. In addition, the trunk main and lift stations are designed to <br />accommodate the remaining areas without further upgrade. He stated that treatment, <br />distribution, and storage of drinking water is adequate and can serve the remaining <br />developing areas. He noted that one new well may need to be constructed in the future. <br /> <br />In:q>lementation <br />Ms. Goodroad presented information regarding implementation in the draft amendment <br />and explained that the Met Council asks that the City plan to update its official controls, <br />CIP, and housing implementation program. She stated that this chapter will describe the <br />plan amendment process, including CIF for sanitary, water, street, and community <br />fitcilities. She questioned whether the City would like to include any language in the <br />draft regarding economic development and/or language regarding implementation steps <br />for TIF. <br /> <br />Mayor Capra stated that an Economic Development Authority was created in 2007. In <br />addition, the City participates in the Twin Cities Community Capital Fund. <br /> <br />Consensus was reached to include information in this section specifically related to <br />regulatory tools, the housing pIan, and CIP. <br /> <br />Next Stq)S <br />Ms. Goodroad stated that they will prepare edits to the draft amendment and present a <br />revised draft for Planning & Zoning review at its March 4th meeting. She suggested <br />holding an open house to review the draft plan on March 26th, followed by final Council <br />approval for jurisdictional review on April 9th. <br /> <br />Mayor Capra stated that it would be better to hold the open house on a non-Council <br />meeting evening, and suggested March 25th or 27th. <br />
