Joint CounciVP &. z Work Session February 12, 2008 the Met Council's new affordable housing goal for CenterviIIe is to create 80 new units between 2011 and 2020. She stated that the City is not saying that it will ensme that all 80 units are built, rather, that enough land is available for this potential. Ms. Goodroad stated that the Met Council also requires a housing action or implementation plan; this plan includes regulatory, financial, and other methods the City can use to increase the potential for affordable housing and support maintenance of existing housing stock. Parks and Tralb: Mr. Slotterback presented a draft of the parks and trails section of the plan amendment, noting that the goals include providing convenient active and passive recreation opportunities that serve all residents, building new and upgrading existing park properties, establishing a bikinglhiking trail system. and providing adequate expansion of parks and recreation areas in proposed residential developments. Mr. Slotterback presented a graphic of the existing and proposed parks including sidewalks. He stated that the City will continue to use cash in lieu of or park dedication to develop park space. Councilmember Lee stated that the graphic shows some of the larger storm water ponds but not others. Ms. Goodroad stated that the graphic could be amended to add a wetland layer to the map. Consensus was reached to remove all storm water ponds on the map, leaving the creek and lakes only. Consensus was also reached to remove the future bituminous trail along the creek. Tl'IInE!r}Ortation Mr. Slotterback presented a draft of the transportation section of the plan amendment, noting that the goals include maintaining a safe, efficient and convenient multi modal transportation system. and protecting the integrity of the transportation system. Mr. Slotterback presented a graphic of a transportation plan functional classification map showing the different classes of road capacity as well as existing and projected traffic volumes. He explained that the draft states that the current transportation system is mostly fully developed, that new local roads are planned for new development, that Main Street and Centerville Road will be expanded based on existing plans, and that the planned system is adequate to address planned growth. Discussion ensued regarding connector roads. Mayor Capra stated that the City participates as a member of the Rush Line Corridor.
