<br />City of Centerville <br />Council Work Sessioo Meeting Minutes <br />March 12, 2008 <br /> <br />everyone share the cost of supporting the City water system whether or not they are <br />hooked up. She questioned whether the City could force residents to share in the cost <br />without hooking up. She recommended that a fair share number be agreed to and then <br />determine the legalities. She wants to support the program; however, she did not approve <br />of forcing individuals. <br /> <br />Councilmember Lee commented that the ordinance was not enforced in 2004. <br /> <br />Discussion ensued. <br /> <br />Mayor Capra stated that Council needs to know who has the authority to require <br />individuals to cap wells. She requested that City Attorney Glaser research how this could <br />be accomplished. She requested that a fee be calculated by Finance Director Meyer. <br /> <br />City Engineer Statz recommended that Council call for a public hearing at the next <br />Council meeting. <br /> <br />c. Foreclosure Statistics <br /> <br />City Administrator Larson distributed the foreclosure rates for Anoka County cities. He <br />provided information that would be included in utilities bills concerning the Minnesota <br />Home Ownership Center. <br /> <br />d.
