M1\ 55038 <br /> <br />To Whom It May Concern: <br /> <br />Centerville City Council <br />Planning & Zoning Board <br />Mayor Mary Capra <br />Administrator Dallas Larson <br /> <br />RE: Proposed Comprehensive Plan for 2030 <br /> <br />We are concerned over the newly proposed Comprehensive Plan for the City of <br />Centerville. When we moved here five years ago there was no talk of zoning changes or <br />development issues. Over the next few years we attended several meetings to discuss a <br />comprehensive plan for Centerville. Many residents raised valid concerns. In the end, <br />the council did decide that this plan was in the best interest of the city and passed the <br />exiting comprehensive plan. This first comprehensive plan has barely been initiated and <br />is nowhere close to being widely implemented and now a second plan is being <br />considered. We are concerned and confused as to the purpose of this new proposaL Why <br />weren't these changes included in the original plan? <br /> <br />Additionally, we feel that the city should wait and see how viable the first plan is before <br />enacting a second plan. The only development that has been made public in the papers is <br />the housing along Centervillc Road. Furthermore, it should be noted that this was <br />originally proposed as medium density housing, town homes, but is now being developed <br />as high density housing, apartments. This is because the developer is concerned about <br />profitability in this declining market. It has also been widely puhlicized in the local <br />papers that there is a significant amount of vacant business space in the surrounding <br />communities. A few weeks ago it was decided that new commercial space in Circle <br />Pines, after being vacant for four years, would be converted to a different use. Why is the <br />City of Centerville considering rezoning even more residential areas into mixed use and <br />commercial space when it is widely bel ieved that the markets are in a long-term <br />downward trend') <br /> <br />Personally, we are very concerned about the rezoning of our particular area along <br />Westview Street and Main Street. When the first comprehensive plan was originally <br />proposed our lot at 7124 Main St. was to be changed to a mixed-use zone. We attended <br />these meetings and spoke to the city counciL We were concerned over the change for <br />several reasons. First, with the road construction being undertaken by the county, the <br />grade of the road in front of our property will change and there will be a retaining wall, <br />over eleven feet high. in front of our lot. Hence, there is no viable access point from <br />County Road 14. Secondly, to the south of our lot is another home. In order for a <br />developer to access our lot from this directiof\. our neighbor must be willing to sell. <br /> <br />. <br />
