BMP Summary Sheet MS4 Name: City ofCenterville Minimum Control Measure: 3-ILLlCIT DISCHARGE DETECTION AND ELIMINATION Unique BMP Identification Number: 3c-1 BMP Title: Illicit Discharge Detection and Elimination Plan BMP Description: BMP 3-3: Illicit Dischar~e and Detection Program This BMP will involve categorizing areas of concern related to illicit connections and illicit discharge. By developing an awareness of where to target efforts, improvements and progress can be made. Further, knowing the areas of concern can help direct educational and participatory actions. The City will investigate existing illicit connections and discharges. The City will also identify and prioritize future sites to assess and conduct field inspections on the storm sewer system. As part of the lODE program, the City will have annual training or training updates, as appropriate, for City staff involved in smoke testing, visual inspections, and sanitary sewer maintenance. As part of the lODE program, the City will conduct, at a minimum, an annual staff workshop concerning: . the hazards associated with illegal discharges and improper disposal of waste, and . identifying and avoiding illicit discharges. Measurable Goals: . Number of inspections conducted. . Number of illicit discharges and illicit connections. . Number of employees trained on inspection procedures, smoke testing, sanitary sewer maintenance, and the hazards associated with illegal discharges and improper disposal of waste, and identifying and avoiding illicit discharges. . Create training programs. . Create annual staff workshop. Timelinc/Implementation Schedule: . 2006: Collect existing information on illicit connections. . 2007: Identify and prioritize future illicit connection assessment sites. . 2008-20 II: Conduct field illspeclions of existing storm sewer system. . 2008: Create employee training programs or arrange for outside vendor. . 2008: Create annual staff workshop or arrange for outside vendor. . Ongoing: Employee training. Due to limited funding and human resources, implementation cannot occur immediately. Specific Components and Notes: . Smoke testing to detect areas of improper inflow to the MS4. . Visual inspections to detect for dry weather flow or other out of the ordinary stonnwater occurrences. . Calls by the public to the comment fonnat (BMP 2-5) can potentially identify when, where and how illicit discharges are occurring. .
