<br />Meeting Minutes - CC <br />August 8, 1990 <br />Page 2 <br /> <br />Motion by Pelton, second by Peterson to direct City staff to obtain <br />quotes from three appraisers to give their opinions as to the <br />possible increase in value for the properties which would have <br />access to municipal water through the 1990 municipal water <br />improvement project; a residential property in Royal Meadows and <br />on Main street shall be evaluated; staff is authorized to accept <br />the low bid to appraise the appropriate properties; motion carried <br />unanimously. <br /> <br />Motion by Burgstahler, second by Haberman to set the assessment <br />hearing date for municipal water extension to be September 19, 1990 <br />at 7:00 p.m. at Centerville City Hall, Haberman - aye, Pelton - <br />aye, Burgstahler - aye, Neumann - aye, Peterson - abstain; motion <br />carried. <br /> <br />Clyde stockey, 1979 Main Street, asked several questions regarding <br />the proposed project. <br />-Can property owners retain their own wells? <br />-Will there be a stub to each property? <br />-How will the properties be assessed if they do not hook up? <br />-Will the loss of landscaping and the right-of-way decrease <br />the value of the properties? <br />-Who will pay for the removal of trees that die with regard <br />to root damage caused by the installation of the water <br />improvement? <br />-will the property owners be able to maintain access in and <br />out of their driveway? <br />-Are there plans for landscaping other than seeding? <br />-The municipal water proposal appears to be to attract <br />industrial and commercial businesses. Is the water flow <br />adequate for those proposed businesses? <br /> <br />The City Engineer and the City Council addressed Mr. stockey's <br />concerns as follows. <br />-A time period of five years for hook up was discussed by the <br />City Council, but has not been decided. <br />-One inch copper services to the property line and the curb <br />box will be included for each property. <br />-The properties will be assessed per foot of pipe and there <br />will also be a hook up fee. <br />-A conclusion has not been made with regard to a possible <br />deferment of assessments, but since assessments are paid <br />over time, a deferral would bear interest. <br />-Hook up fees would be charged at the time of hook up to <br />municipal water. <br />-The Centerville Assessment Manual advises hook up charges can <br />be assessed to the property. <br />-MN DOT has standards and suggestions with regard to trees and <br />their roots when excavating around them. <br />-The city will try to save what it can, but if a tree is one <br />
