<br />Meeting Minutes - CC <br />August 8, 1990 <br />Page 6 <br /> <br />it to correct the deviations in the easement areas and <br />that he will meet with the homeowners on site to decide <br />what needs to be done to correct any drainage problems. <br />-The property is now private and he has a concern bringing a <br />bobcat in to regrade the easement areas. <br />-There is no flooding or substantial standing water in the <br />easement area. <br /> <br />It appeared to be the consensus of the City Council that: <br />-This issue should be further resolved between the builder, <br />the developer and the homeowner. <br />-That there is little else the City can do to facilitate <br />correction of the problem. <br />-The builder and developer are encouraged to continue their <br />efforts to resolve resident concerns. <br />-No further City action will be taken on this matter. <br /> <br />Beverly Hughes, 1793 Center street, asked questions regarding the <br />Hardwood Pond Estates I drainage concerns. <br /> <br />1987 street Reconstruction Reassessments <br />The Clerk/Administrator presented three options for reassessment <br />to be discussed by the City Council. <br />-Option #1 addressed the reassessment of the petitioners in <br />the 1987 street Reconstruction project Litigation. <br />-Option #2 addressed the reassessment of the petitioners of <br />the 1987 street Reconstruction Litigation in addition to <br />the possibility of reassessing the properties that did <br />not appeal the assessment. The assessment of the non- <br />appealed properties for example purposes was estimated <br />at $1,100 per property. <br />-option #3 addressed the reassessment of the petitioners of <br />the 1987 street Reconstruction Litigation in addition to <br />the property owners which did not appeal the assessment <br />to the extent that their assessment would be reduced by <br />the approximate dollar amount that their taxes would <br />increase over a 12 year period due to the reassessment <br />of the petitioners. <br />A copy of options 1, 2 & 3 are on file with the <br />Clerk/Administrator. <br /> <br />The City Council members expressed the following concerns and <br />opinions regarding the 1987 street Reconstruction Reassessment. <br /> <br />Mayor Haberman: <br />-Option #1 is the only option. <br />-It is nice to do what is right and just. If there were a way <br />to do any other option he would like to do it. <br />- Persons who appealed the assessments spent a considerable <br />amount of money. <br />
