<br />Pursuant to due call and notice thereof, the City Council of <br />Centerville held a special meeting on October 17, 1990 at City <br />Hall. The purpose of the meeting was to discuss police service <br />for 1991. Mayor Haberman called the meeting to order at 7:01 <br />p.m. Present: Buckbee, Pelton, Burgstahler, Neumann. <br /> <br />Three proposals were considered, one each from Lino Lakes, Anoka <br />County Sheriff's Department and the Circle Pines/Lexington Police <br />Department. Copies of the above proposals are on file with the <br />Clerk/Administrator. <br /> <br />Members of the audience asked questions and expressed concerns: <br />Mary Jo Helmbrecht, 1745 Main Street; <br />Beverly Hughes, 1793 Center Street; <br />Michelle Chapeau, 7154 Shad Avenue; <br />Udo Wegman, 1742 Main Street; <br />Joe Moore, 7353 20th Avenue North; <br />Donna Erickson, 1548 Peltier Lake Drive. <br /> <br />Below are some comments made by City Council members. <br /> <br />Mayor Haberman: <br />-Columbus Township appears agreeable to shared emergency <br />police services, but not split shifts. <br />-The revenue for traffic violations would increase with the <br />increase in hours of officers within the City limits. <br />-There is concern regarding the cooperation of Lino Lakes <br />versus the County. The County appears to want to serve <br />Centerville. <br />-In view of the budget constraints, he is in favor of <br />contracting with Anoka County for police services. <br />-The services that have been provided by Lino Lakes have <br />been good, there is a question of whether there is a <br />justification of the cost. <br /> <br />Council member Burgstahler: <br />-Traffic violations will decrease over <br />presence of an office becomes more <br />-Mutual aid is available for emergency <br />there have been no major problems. <br />-In comparing the Lino Lakes and Anoka County proposals, it <br />is like comparing apples and oranges. Lino Lakes is 24 <br />hour response with an estimated 3-4 hours within the <br />City limits. Anoka County is 24 hours response with a <br />designated 8 hours within the City limits. <br />-The Anoka County proposals should be checked, as pointed <br />out by a resident, the dollar amounts appear <br />inconsistent from proposal to proposal. <br />-If Centerville were to contract with Lino Lakes he would <br />like to see two changes in the contract. The allowance <br />of a possible six month withdrawal clause and that the <br />"catch up" percentage be replaced by the Consumer Price <br />Index or that years increase in the Lino Lakes police <br />department budget.
