<br />City of Centerville <br />Council Meeting Minutes <br />April 9, 2008 <br /> <br />None. <br /> <br />2. All Committee/Commission Meeting Review <br /> <br />Mayor Capra expressed her thanks to all who participated in the committee/commission <br />meeting and felt it was worthwhile to hold the meeting. <br /> <br />3. Protocol <br /> <br />Mayor Capra stated that she has asked City Administrator Larson to research and provide <br />information to the Council regarding open mike or open forum and to have the Council <br />give consideration to adding an open mike/open forum at each City Council meeting. <br /> <br />Councilmember Broussard-Vickers stated that she was under the impression that if <br />somebody wishes to be heard at a meeting, the Council is fairly informal about this and <br />typically allows anybody to speak at meetings. <br /> <br />City Attorney Glaser stated that the Mayor has the authority but is not required to listen <br />to a resident at a Council meeting, or the Council can overrule the mayor. <br /> <br />Councilmember Lee stated that he would like to know the resident's reason for <br />addressing the Council before the Council convenes. <br /> <br />Councilmember Broussard-Vickers stated that she would prefer to keep the process more <br />informal. <br /> <br />Councilmember Lee stated that he felt there should be some guidelines in place about <br />what types of issues can be brought up during an open mike session. <br /> <br />Mayor Capra stated that Lino Lakes does not air the open mike portion of their meetings, <br />and the Council provides 10 minutes for this section of the meeting, allowing two <br />minutes per person. She added that most cities have an open mike section on their <br />agenda where the citizens can be heard, and she would like to have staff review it and <br />provide the Council with more information. She stated it is important that residents feel <br />they are being heard and an open mike session would provide a means for residents to <br />address the Council in an informal fashion. <br /> <br />UDdates <br /> <br />Councilmember Broussard-Vickers reported that at the last Planning Commission <br />meeting, they discussed the Comprehensive Plan and ordinance enforcement. She also <br />suggested that Council should hold a workshop about enforcement in the near future. <br /> <br />Councilmember Paar reported that the Fire Steering Committee has not met for awhile. <br /> <br />Page 9 of 10 <br />
