<br />City of CentervilIe <br />Council Meeting Minutes <br />April 9, 2008 <br /> <br />Mr. Slotterback presented a tentative timeline for the completion of the Comprehensive <br />Plan update process. He stated that it is anticipated that a public hearing on the Plan will <br />be held August 13 and after that, the Plan will be submitted to the Met Council for its 120 <br />day review period. He stated that if the Plan is approved by the Met Council, the City <br />Council can then officially adopt the Plan in December. He noted that staff intends to <br />unofficially submit the Plan to the Met Council to provide them an opportunity to look at <br />the document and provide comment prior to the Met Council's official review period. <br /> <br />Councilmember Lakso asked if responses have been provided to those residents who <br />commented on the Plan at the open house. <br /> <br />Mayor Capra asked that staff provide a written response to anyone who filled out a <br />comment card or sent a letter regarding the Comprehensive Plan. <br /> <br />Motion bv Council Member Broussard-Vickers. seconded bv Council Member <br />Lakso. to annrove the distribution of the Comprehensive Plan for iurisdiction <br />review. All in favor. Motion carried unanimouslv. <br /> <br />a. Water Conservation Plan <br /> <br />City Administrator Larson presented the Water Emergency and Conservation Plans and <br />indicated that the Plan must be submitted to neighboring jurisdictions for review and then <br />finally to the Met Council for review and approval. <br /> <br />Motion bv Council Member Broussard-Vickers. seconded bv Council Member Lee. <br />to annrove the distribution of the Water Emerl!encv and Conservation Plan for <br />iurisdiction review. All in favor. Motion carried unanimouslv. <br /> <br />c. SWPPP ADDroval <br /> <br />City Administrator Larson presented the proposed Storm Water Pollution Prevention <br />Program (SWPPP) and stated the program has been approved by the Minnesota Pollution <br />Control Agency. He indicated that the program has not previously been submitted to the <br />City Council for official action. <br /> <br />City Engineer Statz stated that this document is prepared based on Best Management <br />Practices and includes a number of items that are mandated by the Pollution Control <br />Agency, e.g., educational requirements, implementation schedules, and measurable goals. <br /> <br />Mayor Capra stated that Unique Identifying Number 6-4 relative to the municipal street <br />sweeping program states that city streets are swept twice each year and on an "as-needed" <br />basis. She stated that the City actually only performs street sweeping once per year and <br />asked if the document should be changed to reflect that. <br /> <br />Page 6 of 10 <br />
