City Council Meeting Minutes of December 27, 1995

AWAIR

According to the memorandum prepared by Greg Hellings, dated December 7, 1995 there
are five items the city must do in order to establish the policy: 1. adopt the policy, 2.
inform the employees, 3. develop an inventory list, 4. post OSHA poster, and 5. train
the employees. A safety committee would need to be established also.

Staff is to contact Berkley for help in enforcing and beginning the program.

MOTION by Helmbrecht, second by Brenner to adopt A W AIR policy as presented.
Motion carried unanimously.

RANDY NUEGENT, 7185 - 20TH A VENUE

Mr. Nuegent requested to address the council regarding snowmobiling in Centerville. Mr.
Nuegent stated he would spread the word to slow down. He said he moved out here
because he could snowmobile and questioned why do they want to take that away from
the residents.

The council has a concern for pedestrians and children that may be in the path of a
snowmobile that is going too fast. Centerville has become developed and people have to
respect other people's property.

PERSONNEL POLICY

Changes to policy: Page 14, 7.3 a. amend to read: All employees scheduled to work by
the department head on a holiday.....
Page 12 e & f Delete "Exempt and".

Councilmember Buckbee stated she does not agree with closing city hall because of the
weather. City employees are expected by the residents to work especially when the
weather is bad. "A City is not a business, it's a city."

Buckbee doesn't agree with paying an employee to leave due to weather. Powers~
Rasmussen agreed with Buckbee and added that if the employee wanted to leave to take
vacation time or leave without pay.

Page 15 g.: Helmbrecht doesn't agree with accruing vacation time on paid sick leave.
Buckbee stated that it would be an accounting nightmare to compute that and that she
does not have a problem with that.

Page 13. Holidays. The council discussed the 12 holidays listed in the policy, which is up
two from the ordinance. Consensus to drop to 10 days and note that working on a
holiday the employee would need approval and would be compensated at time and a half
plus the regular holiday pay.

CCI2~27M.WPS

6
