Senior Housing Workshop of November 21, 1995

Q: Who would do the market analysis?
A: An independent company working together with the county and the city.

Q: Has there been consideration of cooperating with other counties for a project?
A: There has been in the past, nothing currently.

Q: How can it be restricted to seniors only?
A: Buildings can be designated for seniors only because federal money is not being used.
Suggested restrictions:
1. City Residents
2. Former residents - within the last 10 years
3. Parents of current residents

Q: Can funds also be used from Met Council as participates of the Livable Communities
Act?
A: Yes. The county and Met Council will work together.

A market analysis will determine the income range of seniors and whether the housing
units would be low income or not. It also gives the city a comfort level to the city to
determine if the need is there. The market analysis takes approximately 45 days to
complete.

Next step would be passing a resolution proposing a commitment to senior housing and
authorizing to begin a market analysis. Then Anoka County would come back to the city
with a cost for the analysis and seek for authorization to proceed.

Mayor Wilharber thanked all who came to listen and par take in the discussion.

MOTION by Helmbrecht, second by Buckbee to adjourn the workshop for senior housing
at 6:42 p.m. Motion carried unanimously.

Respectfully submitted,
(
1{l.a~ ~LI-//7{t/l(LJjcJ
V j)

Trudi Breuninger
City Clerk

SENll-21.WPS

2
