CITY OF CENTERVILLE

SENIOR HOUSING WORKSHOP
MEETING MINUTES
NOVEMBER 21, 1995

Pursuant to due call and notice thereof, the City Council of the City of Centerville held a
workshop to discuss senior housing on Tuesday, November 21, 1995 at the City Hall.
Mayor Wilharber called the workshop to order at 6:00 p.rn.

PRESENT:

Mayor Wilharber
Councilmember Buckbee
Councilmember Helmbrecht
Councilmember Brenner
Councilmember Powers-Rasmussen

Tom Durand, Anoka County
Margaret Langfeld, Anoka County
Steve Greisert, Anoka County
Mark Ruff, Ehlers & Assoc.
Carolyn Drude, Ehlers & Assoc.

Ham Lake is eager to move ahead on their project, and are. They have a proposal for a
building consisting of 50 units off of the Majestic Oaks Golf Course. The land will be
donated by the city to the project.

Lexington does not have a lot of vacant land available to build a senior housing
development but they do have apartment buildings that can be rehabilitated.

Anoka County has contracted with Ehlers and Associates as financial advisors for the
Senior Housing projects within the county. Mark Ruffwill be the "housing"
representative for cities.

The cost savings for cities when doing a joint effort comes when selling bonds. With Ham
Lake moving ahead, Centerville and any other city will be in a Phase 2 project with the
county .

The process is generally a 23 month period:
1- 3 months - Planning
4-6 months - Development Team
7-9 months - Acquire the site
10-11 months - Obtain bids
11 months of Construction
Month 23 - Grand Opening.

The benefit to working with the county versus going ahead just as a city is that the county
will be doing all the leg work and hiring ofthe consultants.

Q: What does Centerville have to do to get started?
A: First, officially sign up for the HRA program (which Centerville has done). Secondly,
pass a resolution stating Centerville's interest in development.

SENll-21.WPS

1
