Councilmember Powers-Rasmussen absent.

Councilmember Brenner would like the hours of curfew mentioned in the next issue of the
city newsletter.

NEW BUSINESS

WATERWORKS REQUEST FOR NOISE PERMIT

MOTION by Buckbee, second by Powers-Rasmussen to approve the noise permit
contingent upon notifying the Police, Fire and residents in writing informing them of the
date, times and noise permit.

Councilmember Brenner stated she doesn't feel the residents should have to put up with
the noise, because they put up with the noise all summer. She is opposed in consideration
of the residents.

Councilmember Buckbee rescinded her motion.

Mayor Wilharber stated that although it is winter and the residents don't leave their doors
and windows open it is short notice to them. Brenner would like to minimize the
disruptions. Helmbrecht would have liked to receive more notice.

Powers-Rasmussen inquired about notification of an event. And also asked that if they
made the arrangements for parking and quit the outdoor music by 10:00 p.m. would this
be acceptable.

Helmbrecht has the concern for the occupancy load and the safety of the people.

MOTION by Powers-Rasmussen to approve with the contingency of approval of the
police and fire chiefs and notifying the residents. Motion died for lack of second.

MOTION by Wilharber, second by Brenner to deny the request for noise permit to
Waterworks because of the short amount of time to notify the Police Chief, Fire Chief and
the adjoining residents, and that there would be not time to respond. A 60-day notice is
preferred. Motion carried, Powers-Rasmussen voted Nay.

Powers-Rasmussen stated that she felt this could have been worked out and let them know
that next time more notice is preferred.

TIF POLICY

CCI1-8MM.WPS

5
