CITY OF CENTERVILLE CITY COUNCIL COMPREHENSIVE PLAN WORKSHOP MINUTES DECEMBER 7, 1995 Pursuant to due call and notice thereof, the City Council of the City of Centerville held a workshop to discuss the Comprehensive Plan on December 7, 1995. Mayor Wilharber called the workshop to order at 5: 10 p.m. PRESENT: Mayor Wilharber Councilmember Buckbee Councilmember Helmbrecht Councilmember Brenner Councilmember Powers-Rasmussen Dan Tourville, P&ZIEDC Tim Rehbine, EDC Paul Montain, EDC Mark Steward, Resource Strategies Dean Johnson, Resource Strategies Mr. Steward reviewed the outcome of the town meeting held on October 18, 1995. The summary of this session prepared by Resource Strategies is attached to these minutes. Mr. Johnson described the difference between goals and policies and expressed a concern for allowing a development to go in without utilities. Another question addressed by Mr. Johnson is the rate in which the city is looking to grow. Mr. Johnson took everyone present through the goals and policies prepared by Resource Strategies from the information gathered through previous surveys and the town meeting. Topics covered: Primary Growth Management Goal Land Use Goals and Policies General Land Use Goals & Policies Residential Goals & Policies Commercial Goals & Policies Industrial Goals & Policies Transportation Goals and Policies Park and Recreation Goals and Policies Natural Resource Goals and Policies Community Facilities and Service Goals and Policies. Additional comments made and items to look at: As a residential policy to encourage the revitalization of the existing housing stock in the city as a source of affordable housing but not necessarily building. Establishing a "scenic easement" within the residential district to still allow for the country feeling.
