<br />CITY OF CENTERVILLE <br />CITY COUNCIL <br />COMPREHENSIVE PLAN WORKSHOP MINUTES <br /> <br />DECEMBER 7, 1995 <br /> <br />Pursuant to due call and notice thereof, the City Council of the City of Centerville held a <br />workshop to discuss the Comprehensive Plan on December 7, 1995. Mayor Wilharber <br />called the workshop to order at 5: 10 p.m. <br /> <br />PRESENT: <br /> <br />Mayor Wilharber <br />Councilmember Buckbee <br />Councilmember Helmbrecht <br />Councilmember Brenner <br />Councilmember Powers-Rasmussen <br /> <br />Dan Tourville, P&ZIEDC <br />Tim Rehbine, EDC <br />Paul Montain, EDC <br />Mark Steward, Resource Strategies <br />Dean Johnson, Resource Strategies <br /> <br />Mr. Steward reviewed the outcome of the town meeting held on October 18, 1995. The <br />summary of this session prepared by Resource Strategies is attached to these minutes. <br /> <br />Mr. Johnson described the difference between goals and policies and expressed a concern <br />for allowing a development to go in without utilities. <br /> <br />Another question addressed by Mr. Johnson is the rate in which the city is looking to <br />grow. <br /> <br />Mr. Johnson took everyone present through the goals and policies prepared by Resource <br />Strategies from the information gathered through previous surveys and the town meeting. <br /> <br />Topics covered: <br /> <br />Primary Growth Management Goal <br />Land Use Goals and Policies <br />General Land Use Goals & Policies <br />Residential Goals & Policies <br />Commercial Goals & Policies <br />Industrial Goals & Policies <br />Transportation Goals and Policies <br />Park and Recreation Goals and Policies <br />Natural Resource Goals and Policies <br />Community Facilities and Service Goals and Policies. <br /> <br />Additional comments made and items to look at: <br />As a residential policy to encourage the revitalization of the existing housing stock <br />in the city as a source of affordable housing but not necessarily building. <br />Establishing a "scenic easement" within the residential district to still allow for the <br />country feeling. <br />
