City Council Meeting Minutes of December 27, 1995

Wilharber and Buckbee both reported that the Fire Steering Committee will be a future
agenda item to change the number of people needed to approve items.

WEED ORDINANCE

Weeds have not been a problem in the past except for some vacant lots. Councilmember
Brenner expressed concern for the residential area, allowing them to grow their grass 12
inches. Wilharber stated that it does state in the ordinance: "or which have gone or about
to go to seed.

MOTION by Buckbee, second by Helmbrecht to approve the amendment to Ordinance
54, an ordinance regulating weeds and growing grasses and providing penalties. Motion
carried unanimously.

SCHOOL'S PETITION FOR WATER

The question was given to Dave Nyberg, MSA Engineer, about the cost of a study.
Nyberg replied that they would look at 2-3 different alternatives: Main Street, Creek,
Cul-de-sac from L'Allier Estates. Wilharber believes Main Street would be a better
alternative.

Nyberg stated that the need for the school is important. If the school needs water for fire
protection the water service would need to be looped. If they would just like water supply
as soon as possible and in the future use it for a sprinkler system then the city would not
have to loop it through downtown yet.

The question was raised, what is the county going to do with Main Street and Centerville
Road? - what are their long range goals?

Nyberg stated he would talk with the school to establish their needs and focus the study
on that.

MOTION by Wilharber, second by Powers-Rasmussen to request that MSA look into the
different options for running water to the school, to contact the school and county to
discuss future plans and to return to city council with a cost estimate. Motion carried
unanimously.

MET COUNCIL WATER PLAN

Wilharber stated he spoke with Dave Nyberg regarding the cost of eacli proposed plan in
MSA's letter dated December 11, 1995. The MnDNR Emergency and Conservation water
supply plan would be about $5,000.00, the comprehensive water supply plan is
questionable and would be on hold until the water tower issue is settled. The Wellhead
protection plan is on hold at the present. There is also a sentence in the letter stating the
Comprehensive Water Supply Plan, a Comprehensive Sanitary Sewer Plan will also need

./

CCI2-27M.WPS

2
