<br />City Council Meeting Minutes of December 27, 1995 <br /> <br />to be completed for the revised comprehensive plan, therefore this is on hold until the <br />comp plan and MUSA is approved. <br /> <br />Nyberg stated that the deadline for the water supply plan is January 1st another deadline is <br />March 1 st or the 20th. A list has been created of cities that are required to get a plan <br />required by MN statutes. The statutes states: Public water suppliers serving more than <br />1,000 people must employ water use demand reduction measures... It was also mentioned <br />that Centerville currently has only 287 connections at an average of3.5 people per <br />connection, technically Centerville is probably on the border of servicing 1,000 people. <br /> <br />MSA wrote to Lino Lakes and Hugo regarding a joint venture for a water tower; no <br />response has been sent to city hall as of yet. Although Lino Lakes has scheduled a public <br />hearing in January for a proposed water tower in Lino Lakes. <br /> <br />Nyberg suggested interconnecting with their tower for emergency usage and storage. <br />Lino Lake's immediate use would not require as much as the tower will hold. Centerville <br />needs to study what the city's future water needs are and will be. <br /> <br />MOTION by Wilharber, second by Helmbrecht to direct staff to work with the city <br />engineer to draft a letter to the DNR and Met Council requesting an extension on the <br />water plan; due to the comprehensive plan revision and also stating the actual number of <br />water connections in Centerville. Motion carried unanimously. <br /> <br />MOTION by Brenner, second by Powers-Rasmussen to obtain a copy of the feasibility <br />study or a summary of the Lino Lakes Water Tower. Motion carried unanimously. <br /> <br />ACORN CREEK SECOND ADDmON PAY ESTIMATE <br /> <br />The council discussed the letter from Rice Creek Watershed District dated December 21, <br />1995. This letter states that Mr. Rehbein has not restored the site in the NW 1/40fSec <br />24, T31N, R22W, or obtained approval of a replacement plan for fill. <br /> <br />Councilmember Buckbee feels Mr. Rehbein is in violation of the development agreement <br />for "Acorn Creek" therefore the payment should be held back until he has complied with <br />Rice Creek. <br /> <br />MOTION by Wilharber, second by Powers-Rasmussen to hold pay estimate #7, furnish a <br />copy of the Rice Creek letter to the City Attorney and request a legal opinion on the issue. <br />Motion carried unanimously. <br /> <br />APPEARANCE BY OFFICER RON NELSON <br /> <br />Officer Nelson stated that there has not been a problem with "snowbirds" yet this winter <br />season.
