The purpose of the meeting was to <br />discuss the preliminary 1995 General Fund Budget and the <br />restructure/hiring of City staff. Mayor Buckbee called the <br />meeting to order at 7:10 p.m. Present: Brenner, Helmbrecht, <br />Wilharber. Absent: Dario. <br /> <br />1995 Preliminary Budget/Levy Discussion. <br />Tamara Miltz-Miller, Clerk/Administrator walked through a <br />preliminary draft of the 1995 budget. It was noted the numbers <br />from Anoka County have not yet been received. Ms. Miltz-Miller <br />also noted she has combined the levy and fiscal disparities <br />together, because this is the actual number certified to Anoka <br />County. A copy of the preliminary budget is attached to and made <br />a part of these minutes. <br /> <br />Ms. Miltz-Miller noted more detail will be given at future budget <br />meetings, she would like the City Council to contact staff with <br />options or possibilities they would like to have researched. <br /> <br />Mayor Buckbee would like to explore the funding options for the <br />municipal building. <br /> <br />Council member Wilharber would like to have the payoff option <br />for the municipal building rediscussed. <br /> <br />Motion by Wilharber, second by Buckbee to close discussion of the <br />1995 preliminary budget, motion carried unanimously. <br /> <br />Mayor Buckbee recessed the meeting at 8:20 p.m. <br />reconvened at 8:27 p.m. <br /> <br />The meeting <br /> <br />Staff~estructure/Hiring. <br />Council member Wilharber noted if a full time administrator is <br />hired, he could not see the hiring of an additional part time <br />employee. He expressed concern with keeping a full time <br />administrator busy. The number of hours over coverage, <br />additional meeting hours, vacation and sick leave may leave the <br />administrative staff short handed. <br /> <br />Council member Wilharber expressed Centerville may have a bad <br />name due to past decisions. with the Clerk/Administrator, <br />Assistant City Clerk, Deputy Clerk and Public Works Supervisor <br />all leaving or planning on leaving, potential candidates may <br />wonder what's going on. The City Council will also be <br />experiencing a turn over in members. <br /> <br />Mayor Buckbee noted he would like to find a good <br />trades, but questioned how much that person would <br /> <br />jack of all <br />cost.
