J

I '---~

TO:

CITY COUNCIL

FROM:

JOHN C. BUCKBEE III
MAYOR

RE:

CITY COUNCIL MEETING AGENDA ITEMS FOR MEETING - OCTOBER
13, 1993

OCTOBER 13, 1993

DATE:

-----------------------------------------------------------------
-----------------------------------------------------------------

Please give some small consideration for my opinions regarding
agenda items:

OLD BUSINESS

2) & 3) SUMP PUMP ISSUES

Since there is a possibility of confusion of the final
"enforcement" date, I feel we could show some leniency
by allowing a final, final deadline of, let's say,
December 31st but retroactive penalty fee if sump is
still not diverted by December 31, 1993. If we
consider looking at those not in compliance on a case-
by-case basis, my concern is that we place Councilor
Staff in a position to justify severity and conditions
of several citizens with various hardships. Although
is would be a nice thing to do, I would shy away from
this option since plenty of notice and warning has been
given.

4) ECONOMIC DEVELOPMENT
I support the idea of overlapping terms of members.

5) ORDINANCE #4
I don't have any problems with a proposed averaging of
two adjacent properties but no closer than 25 feet.
Excludes new construction this should be more to
accommodate existing structures.

NEW BUSINESS:

1 . CULVERT
I'm not particulary in favor of allowing owner to install-
I'd rather wait for the development of a drainage overview
and plan. In any case, if City decides to allow property
owner to install culvert, it should be at owner's expense
and, if any drainage problems, owner may be required to
remove culvert or allow City to remove culvert at owner's

.~
