Mr. Jarvis <br />expressed that he lost a sale of his home due to the property <br />being located in the flood plain. Mr. Jarvis expressed this is <br />an important project and he felt he would benefit from the <br />project. Mr. Jarvis also expressed he does not feel he should be <br />
