<br />55 FLOOD PLAIN - WORKSHOP SPECIAL MEETING MINUTES <br />56 NOVEMBER 22, 1993 <br />57 PAGE TWO <br />58 <br />59 Council member Dario suggested that the City may be in too deep <br />60 and has spent too much money to throw the project out. <br />61 <br />62 Mr. Stewart advised that the cost of the legal descriptions of <br />63 the easement may be lesser than acquisition costs. Mr. Stewart <br />64 suggested the City of Centerville agree to pay for the cost of <br />65 the description process and the Rice Creek Watershed District pay <br />66 for the cost to obtain the easements from approximately twenty <br />67 two properties. <br />68 <br />69 Bob Burgstahler, Financial Advisor at large, was present. Mr. <br />70 Burgstahler noted the comments expressed at the Rice Creek <br />71 Watershed District meeting were that they were aware of some <br />72 issues, but felt they should approve the project. Mr. <br />73 Burgstahler reminded the City Council of the $8,000.00 bill <br />74 submitted regarding the Rice Creek Watershed District report <br />75 regarding this project. <br />76 <br />77 Mr. Stewart noted that much of the information in the Rice Creek <br />78 Watershed District report is for information supplied from MSA, <br />79 Consulating Engineers. <br />80 <br />81 Regarding a proposed assessment roll, Mr. Burgstahler expressed <br />82 that the reasonable approach regarding the financing is to review <br />83 the kinds of property to be assessed. <br />84 <br />85 Mr. Stewart noted the initial assessment roll spread the <br />86 assessment between nine types of properties. The nine <br />87 classifications were as follows: <br />88 1. Vacant residential lot to be completely removed from <br />89 flood plain. <br />90 2. Vacant residential lot that would be taken out of the <br />91 flood plain with two feet of fill. <br />92 3. Unplatted residential properties charged on a per acre <br />93 basis to be completely removed from the flood plain. <br />94 4. Unplatted residential properties charged on a per acre <br />95 bases that would require two feet of fill to be removed <br />96 from the flood plain. <br />97 5. Developed residential removed from flood plain. <br />98 6. Undeveloped commercial property taken out of the flood <br />99 plain. <br />100 7. Undeveloped commercial property taken out of the flood <br />101 plain with two feet of fill. <br />102 8. Undeveloped industrial property taken out of the flood <br />103 plain. <br />104 9. Undeveloped industrial property taken out with two feet <br />105 of fill. <br />106 <br />107 Mr. Burgstahler suggested the Engineer and appropriate staff <br />108 consider the benefit within the different categories.
