<br />325 CITY COUNCIL MEETING MINUTES <br />326 NOVEMBER 22, 1993 <br />327 PAGE SEVEN <br />328 <br />329 the County of Anoka. <br />330 <br />331 Central Park Extension Aooraisal. <br />332 The City Council reviewed the appraisal submitted by Dahlen & <br />333 Dwyer, Inc., dated October 6, 1993 regarding a 12 acre vacant <br />334 parcel abutting Central Park. the appraisal was referencing the <br />335 valuation of the land for possible acquisition for a proposed <br />336 Central Park Extension. <br />337 <br />338 A copy of this appraisal is on file with the Clerk/Administrator. <br />339 <br />340 Mayor Buckbee expressed concern regarding the cost to acquire the <br />341 parcel and the amount of funds available. <br />342 <br />343 Neil Reisdorfer, Park and Recreation Committee member, was <br />344 present. Mr. Reisdorfer noted the Park and Recreation Committee <br />345 does have some funds available, however, they would like to <br />346 investigate other funding options, such as Tax Increment <br />347 Financing. Mr. Reisdorfer expressed, in his opinion, the Park <br />348 and Recreation Committee would like to see Central Park expanded. <br />349 The fields are heavily used, the parking is inadequate and there <br />350 is no room for playground equipment. <br />351 <br />352 Council member Helmbrecht noted she would like to see Central <br />353 Park expanded. <br />354 <br />355 Council member Dario expressed, in his opinion, if the property <br />356 owners were offered the dollar amount of the appraisal, it would <br />357 not be taken seriously. <br />358 <br />359 Council member Wilharber noted the property owner has expressed <br />360 that they expect the same price per acre as that of the municipal <br />361 building site, with the exception of the cost for sewer and <br />362 water. <br />363 <br />364 Motion by Buckbee, second by Wilharber to acknowledge receipt of <br />365 the appraisal documents prepared by Dahlen & Dwyer, Inc., dated <br />366 October 6, 1993; <br />367 to direct City staff to place the Central Park <br />368 extension on the next Park and Recreation Committee <br />369 Agenda; <br />370 the City Council requests the Park and Recreation <br />371 Committee to identify their resolve to the extension <br />372 with regard to importance, <br />373 motion carried unanimously. <br />374 <br />375 Safety Issues - Contract for Service. <br />376 Council member Helmbrecht noted that she and Robert Barron, <br />377 Public Works Employee, had attended an OSHA safety seminar. <br />378 Council member Helmbrecht noted the City of Centerville appears <br />
