Mr. Pettersen noted that part of the problem may be due <br />to the high water table and the weather. <br /> <br />Clerk/Administrator Tamara Miltz-Miller expressed the Riley's <br />have handled the situation in a professional and reasonably <br />manner and they have been a nice family to work with. Ms. Miltz- <br />Miller noted the Riley's are stuck and expressed the following <br />concerns: a sump pump does not appear to be an option, the crawl <br />space has a dirt floor and is not heated, the request to remove <br />the drain tile could cause hardship to the property owner as they <br />did not cause the problem. <br /> <br />Gunnar Pettersen, Building Inspector, noted there are not many <br />properties in the same situation of requiring gravity to drain <br />their crawl spaces. Mr. Pettersen noted for all practical <br />purposes there will not be a lot of water draining. A sump pump <br />could cause more of problem in his opinion. The water will <br />freeze in the crawl space. <br /> <br />Motion by Wilharber, second by Brenner to: <br />direct City staff to write a letter of agreement <br />between the City of Centerville and the property owners <br />of 7193 West Robin Lane to allow the removal the <br />current drain tile and install the drain tile <br />underneath City property (path) toward the Hardwood <br />Ponds I Estates pond; <br />the property owner is to replant seedlings and restore <br />the landscaping to prevent erosion; <br />the Public Works Department shall work with the <br />property owner to ensure proper installation of the <br />drain tile; <br />the justification for allowing the property owners to install <br />drain tile under City property is as follows: <br />1.
