City of Centerville <br />Council Meeting Minutes <br />Apri19, 2008 <br />VII. OLD BUSINESS <br />1. Resolution #08-012 - 2008 Fee Schedule <br />City Administrator Larson presented the 2008 proposed fee schedule and indicated that <br />the major change in the fee schedule is the utility charge for commercial storm water <br />fees. He explained that in the past, the City charged a flat rate based on the number of <br />sewer units pursuant to the formula of the Met Council; that rate has now been changed <br />to measure the hard surface at the site in order to arrive at a more fair charge for the <br />storm water fee. <br />Councilmember Lakso asked if the affected property owners have been notified of the <br />change. <br />City Administrator Larson replied that the new charges will be reflected in the July <br />billing statements and agreed to send a notice to the affected property owners about the <br />change in rates. <br />Councilmember Broussard-Vickers asked if the fee schedule could be presented for <br />approval by the Council in October of each year so that any changes are effective at the <br />beginning of each year. <br />City Administrator Larson agreed to present the fee schedule to the Council during the <br />budget process each year. <br />Motion by Council Member Lee, seconded by Council Member Paar, to approve <br />Resolution #08-012 - 2008 Fee Schedule. All in favor. Motion carried unanimously. <br />VIII. NEW BUSINESS <br />1. Approve Distribution of Plans for Jurisdiction Review: <br />b. Comprehensive Plan <br />Brendon Slotterback, Bonestroo, presented an update on the Comprehensive Plan and <br />recommended next steps. He stated that at the last meeting of the joint Planning <br />Commission and City Council on March 4, 2008, the group reviewed changes that had <br />been made to the plan based on their earlier recommendations to bring the plan to a "final <br />draft" stage. He indicated that an open house meeting occurred on March 27th in order to <br />answer questions and collect feedback from residents. He stated that at the time of the <br />open house, staff learned that the City received a grant for the building and improvement <br />of the trail network; as a result, some changes have been made to the trail map. <br />Discussion ensued regarding the trail map. <br />Mr. Slotterback stated that he will work on getting the trail map updated and in final form <br />before any further distribution occurs. <br />Page 4 of 10 <br />
