City of Centerville
Council Meeting Minutes
Apri19, 2008
None.
2. All Committee/Commission Meeting Review
Mayor Capra expressed her thanks to all who participated in the committee/commission
meeting and felt it was worthwhile to hold the meeting.
3. Protocol
Mayor Capra stated that she has asked City Administrator Larson to research and provide
information to the Council regarding open mike or open forum and to have the Council
give consideration to adding an open mike/open forum at each City Council meeting.
Councilmember Broussard-Vickers stated that she was under the impression that if
somebody wishes to be heard at a meeting, the Council is fairly informal about this and
typically allows anybody to speak at meetings.
City Attorney Glaser stated that the Mayor has the authority but is not required to listen
to a resident at a Council meeting, or the Council can overrule the mayor.
Councilmember Lee stated that he would like to know the resident's reason for
addressing the Council before the Council convenes.
Councilmember Broussard-Vickers stated that she would prefer to keep the process more
informal.
Councilmember Lee stated that he felt there should be some guidelines in place about
what types of issues can be brought up during an open mike session.
Mayor Capra stated that Lino Lakes does not air the open mike portion of their meetings,
and the Council provides 10 minutes for this section of the meeting, allowing two
minutes per person. She added that most cities have an open mike section on their
agenda where the citizens can be heard, and she would like to have staff review it and
provide the Council with more information. She stated it is important that residents feel
they are being heard and an open mike session would provide a means for residents to
address the Council in an informal fashion.
Updates
Councilmember Broussard-Vickers reported that at the last Planning Commission
meeting, they discussed the Comprehensive Plan and ordinance enforcement. She also
suggested that Council should hold a workshop about enforcement in the near future.
Councilmember Paar reported that the Fire Steering Committee has not met for awhile.
