<br />Page 2 of2 <br /> <br />Since that time, I've been told several different things regarding how the sidewalks and trails are assessed <br />and none of them are as I've stated above. (See attached correspondence with Dallas Larson on this issue) As J <br />understand it now, a portion (25%) of the sidewalks and trail costs are being assessed to everyone affected in <br />this 2009 Improvement project. This is not how our policy is written now so I'm not sure how you can do it this <br />way. I don't see how a sidewalk connection from Brian Way to that small park over there is going to benefit MY <br />property value by one penny, so how can you assess me 25% for it? Now, the people in this project are paying <br />TWICE for the sidewalks and trails that everyone uses and benefits from. Now how is that fair? Now back to the <br />Comprehensive Plan issue. Since this sidewalk I trail issue is all stemming from lithe big picture" of the <br />Comprehensive Plan, it only makes sense to incorporate this into our Assessment Policy. I've researched other <br />cities our size that have done this. Their policy states that if sidewalks and trials are part of the Comprehensive <br />Plan, they shall NOT be assessed to the property owners but paid 100% by the City. Everyone benefits, <br />everyone pays. <br /> <br />I've said my peace... .....for now.
