Trails and sidewalks are <br />part of the street costs and spread out among the properties along with street pavements. The City (all <br />taxpayers of the city) pays 75% of the cost including the sidewalks and the remaining 25% is assessed. I <br />didn't write the policy, but it was in place at the time the pavement management plan was implemented, \1- <br />beginning with the 2004 Street Project.
