If the <br />type of improvement is different, then the footage fore each side would be multiplied times the unit rate for that <br />type of improvement. <br /> <br />The assessment policy is dated 1989, as you say. I looked at it after I came here thinking that it may need some <br />attention, but found it to be pretty good. Further, it was used in 2004 for the first phase of the street pavement <br />program. Unless there was something glaringly wrong, we would not want to change it in midstream. <br />Interestingly, I had a call from someone in Lindstrom that was bein{l assessed for an imorovement. She hac <br />questions of how we did assessments and concluded that she would rather be in Centerville. <br /> <br />Sidewalks and trails could be paid for by the City, if the council were to choose that method. There is no reason <br />that those costs cannot be part of an assessment either, as long as the costs assigned to a property is reasonably <br />measure actual benefit. <br /> <br />Finally, items in the Comprehensive Plan are not required to be funded atthe time of the plan.
