City of Centerville <br />Planning& Zoning Commission <br />February 1, 2005 <br />The Commission agreed that guardian would be fine for livestock. <br />Council Liaison Broussard Vickers asked Staff to confirm the definition with legal staff. <br />Council Liaison Broussard Vickers asked Staff to add this to the Council Agenda for <br />discussion and opinion of legal staff. <br />VI. DISCUSSIONITEMS <br />1.Snowmobile Ordinance #17A <br />Commissioner Hanzal said that the speed limit in Lino Lakes is 5 m.p.h. from house to <br />get to a major trail. He then said that he discussed with an officer in Lino Lakes and their <br />issues seem to be issues when snow melts off roads and then move up into yards. <br />Commissioner Hanzal commented that the longer the season goes on the worse the speed <br />and then the snow melted and neighbors get unhappy because they move into yards. <br />Chair Hanson indicated that he got a call to complain about snowmobiles in yards and <br />this person stopped the person and got into an argument with them. <br />Council Liaison Broussard Vickers indicated that when this was redone last time it drew <br />a lot of opposition and the snowmobilers insisted that they needed to police themselves <br />and were not aware of the ordinance and they were going to join the group and learn the <br />ordinances and police themselves and that has not happened. <br />Council Liaison Broussard Vickers indicated that she is not sure if this Council would <br />support a total ban or not. She then said that her opinion is that this is a recreational item <br />and not a must have or necessity and if they have to trailer them it is not that big of a <br />hardship. <br />Chair Hanson asked residents to come in or send in comments to give the City opinions. <br />Council Liaison Broussard Vickers said she does not think changing the Ordinance <br />further will help at all with enforcement. <br />Commissioner Love said he thinks the City would have better luck with enforcement if <br />they were banned and the City establishes a loading zone and unloading zone or perhaps <br />let them ride on the County Roads but not in neighborhoods. <br />Commissioner Hanzal indicated there would be an issue with construction on Main <br />Street. <br />Council Liaison Broussard Vickers said she thinks that there is an access and parking <br />area at the County Park but the park is closed at dusk. <br />Page 4 of 7 <br /> <br />
