City of Centerville <br />Planning& Zoning Commission <br />July 5, 2005 Meeting Minutes <br />V. NEW BUSINESS <br />1.St. Paul Regional Board of Water Utilities – Private Homeowners Purchase of <br />Shoreline Strips <br />City Administrator Larson indicated that the St. Paul Water Board is making strips of <br />land down to the water available for purchase by the homeowners subject to conditions. <br />He then said that the Commission needs to decide whether to look at each of these or if <br />they qualify under exceptions because it is an addition to the property. <br />Commissioner Hanzal asked if they look at the setback from the water whether they look <br />at the property line or the water line. <br />City Administrator Larson indicated that there are Ordinances that look at setback from <br />the ordinary high water mark as well as regular zoning requirements whichever is more <br />restrictive. <br />The Commission discussed the matter and agreed that the Commission did not need to <br />see each of these individually. <br />Motion by Commissioner Hanzal, seconded by Commissioner Love to make the <br />determination that it is not necessary for these parcels to come before the <br />Commission individually if it meets the exception section of the Subdivision <br />Ordinance, Section 2105-01. All in favor. Motion carried. <br />VI. DISCUSSIONITEMS <br />Chair Hanson asked for an update on the Rehbein dirt mining operation for NPDES <br />compliance. <br />City Administrator Larson said that 90% of the operation is in Centerville and there are <br />clearly some violations over there. He then said that would be difficult to control dirt <br />blowing but the City could require silt fencing. He further indicated that the property is <br />under purchase agreement for a different use sometime next year. <br />Commissioner Wood indicated he was asked to bring up the dog ordinance and the <br />required time to remove the waste. He then said that there are about 28 piles of dog <br />waste in the back yard of a specific residence and it smells. <br />Staff agreed to look into the situation. <br />VII.CONSIDERATION OF MINUTES <br /> 1.
