<br />Pursuant to due call and notice thereof. the City of Centerville <br />City Council concurrently held public hearings on the proposed <br />1987 Municipal Water Project and the proposed Tax Increment <br />Financing Plan on Tuesday, September 22, 1987 at the Centerville <br />Elementary School Cafeteria. Mayor L'Allier called the meeting <br />to order at 7;10 p.m. Present; La8ka~ Neumann, Wilharber. <br />Absent: Fritchie. <br /> <br />Terry Mauer, City Engineer presented written information <br />regarding the proposed 1987 Municipal Water, which would directly <br />benefit the L'Allier Estates and proposed Centerville Heights <br />developments. The developers will be responsible for $2,500.00 <br />per lot for the water system. Of the $2,500.00, $1,300 will be <br />for the installation of the water distribution system, $1,200.00 <br />will be assessed against the lots. Approximately $113,000.00 is <br />proposed to be financed by the City of Centerville. The proposed <br />source of these dollars would be Tax Increment Financing (TIF). <br />A copy of the presented information is on file with the City <br />Clerk. <br /> <br />Members of the audience asked questions of the City Engineer: <br />Carol Pelton, 7178 Mill Road <br />Joe Pelton, 7178 Mill Road <br />Dan Tourville, 6994 Centerville Road <br />Gene Houle, 7124 Centerville Road <br />Maureen Asleson, 7232 Mill Road <br />Wayne Hanson, 7200 Mill Road <br />Ivan Barott, 7120 Main Street <br /> <br />City Engineer comments and answers to questions asked: <br />- Proposed water tower has to go on current or future City <br />properties and requires approximately 1/2 acre of land, the <br />location of a proposed tower has not been formally addressed by <br />the Council. <br />- The assessments for the proposed water system are only being <br />proposed to the developments of L'Allier Estates II and <br />Centerville Heights properties. <br />- $2,500.00 per lot is the proposed cost to the L'Allier Estates <br />II and Centerville Heights developments. This would be a <br />starting number for other residents on Mill Road if they were to <br />choose to hook up to the water system. If residents chose to do <br />this they would have to petition and a public hearing would have <br />to be held. At that time the Council could be more specific in <br />regard to the actual cost to each additional resident. <br />- If the City were to expand the water system throughout the <br />City, eventually two wells would be installed in case one were to <br />go down. Usually two small wells are used rather than one large <br />one. <br />- A well would take care of domestic consumption at an average <br />rate. The proposed 100,000 gallon tower is designed to take care <br />of peak times on water and have the storage capacity for fire <br />fighting purposes - 1000 gallon per minutes for a two hour <br />period. <br />- The major reason for a possible decrease in cost of insurance <br />
