<br />page two <br />Water and TIF Assessment Hearings <br />September 22, 1987 <br /> <br />to the homeowner due to municipal water would depend largely on <br />the rating of the fire department and somewhat on the location of <br />a fire hydrant to an individual property. <br />- In generalities the water system could expand by 1.) new <br />development, 2.) neighborhood petition(s) for water, and 3.) the <br />City could initiate a petition for water expansion in a specific <br />area. <br />- Cost of refurbishing a used tower is included in the estimated <br />cost of the proposed tower. <br />- Maintenance of the proposed water system should be able to be <br />absorbed with the quarterly user charge of those who hook up to <br />the system. The quarterly user charge is estimated at $35.00. <br />- Water pipes would go in along the easements on Mill Road. <br />- If residents with individual wells were to hook up to the water <br />system, there is a proper procedure that must be followed <br />regarding the abandonment of old wells. If individuals would <br />want to continue to use the old well, typically City~s will allow <br />this through Ordinance(s) as long as the well is operable, that <br />no major repairs be made to the well, and that it not be hooked <br />up to the house. Example: continue use for sprinkling of lawns. <br /> <br />Steve Johnston, representing Merila and Associates and the <br />Centerville Heights development was present to affirm Harstad~s <br />endorsement of the proposed water system. <br /> <br />Discussion of possible commercial or industrial developments. <br />Mayor L~Allier advised that nothing is definite at this time, but <br />that he hoped the City would help encourage such development with <br />future tax increment financing. <br /> <br />Discussion of the possibility of working together with Lino Lakes <br />regarding the water system. It was advised that the proposed <br />Centerville water tower could be near 20th Avenue and that Lino <br />Lakes is investigating the use of water near Birch Street. The <br />physical distance would make it unfeasible at this time. <br /> <br />Carolyn Drucie. of Ellers and Associates presented the proposed <br />Tax Increment Financing (TIF) plan for the proposed water <br />project, using the Center Oaks II development for the TIF <br />District #1 for the Development District of the City of <br />Centerville. Increments for this plan are retrievable in 1989. <br />A copy of this plan is on file with the City Clerk. <br /> <br />Per Carolyn Drude, the City must use the monies in a TIF in <br />accordance with an acceptable plan, the current plan identifies a <br />water system. A public hearing would be required to change the <br />plan. If the City were to find that it has excess monies from <br />the TIF it may 1.) save the monies for future bond payments, 2.) <br />use the monies for another project, which requires another public <br />hearing, or 3.) turn the monies back to the County and the'~ <br />
