<br />City Council Assessment Hearing <br />Page Two <br />September 9, 1987 <br /> <br />Council noted the written objection of Herbert Olinger, 1873 East <br />Main Street. That objection is attached to and made a part of <br />these minutes. <br /> <br />Robert Nepper, 2251 Shawnee Drive, North St. Paul presented his <br />oral and written objection to his assessment of Lot 3, Block 2 <br />L~Allier Estates. Mr. Nepper contends that as the lot is a <br />vacant lot it has received minimal benefit or value increase due <br />to the 1987 Street Reconstruction Project. The written objection <br />is attached to and made a part of these minutes. <br /> <br />Council noted the written protest of Ronald and LeAnn Murray, <br />7130 Shad Avenue. That protest is attached to and made a part of <br />these minutes. <br /> <br />John Anderson, 6933 Pheasant Lane also noted to the Council that <br />he was assessed for 159.4 feet. The side of his property that <br />abuts the 1987 Street Reconstruction Project is only 135.41 feet. <br />He also noted that he is having water problems on Pheasant Lane <br />due to the Reconstruction Project. City Engineer advised that <br />the assessment roll has been adjusted to show 135.41 assessable <br />units for John Anderson and that he will investigate the water <br />problem. <br /> <br />Members of the audience asked questions, expressed concern and <br />opinions regarding the 1987 Street Reconstruction Project: <br />Bennet McLendon, 7198 Shad Avenue, <br />Bill Svetin, 1687 Peltier Lake Drive, <br />John Probst, 7167 Mill Road. <br /> <br />City Attorney advises the Council against going to arbitration to <br />settle the appeals presented by Mr. Mannella. He feels that it <br />would be more expensive to both parties to go to arbitration <br />because if either side were not satisfied, they could appeal. <br />City Attorney advised the Council to adapt the assessment roll to <br />be certified by Anoka County, the properties owners do have <br />adequate form to deal with their objections and appeals. He does <br />recognize that appraisers will disagree in such matters, but he <br />does feel that the City Council has acted responsibly with regard <br />to the law. <br /> <br />Maureen Asleson, 7232 Mill Road requested a poll of the City <br />Council with regard to their support of the City Attorney's <br />recommendations: <br />Mayor L'Allier - supports City Attorney recommendations, <br />Council Member Fritchie supports City Attorney <br />recommendations, <br />Council Member Wilharber - supports City Attorney <br />recommendations, <br />Council Member Neumann - supports the City Attorney <br />
