<br />Pursuant to due call and notice thereof, the City of Centerville <br />held a special meeting on August 19, 1987 at City Hall. Mayor <br />L~Allier called the meeting to order at 7:05 p.m. Present: <br />Fritchie, Wilharber, Neumann. <br /> <br />Also present were: <br />Carolyn Drude, Ellers and Associates, a independent <br />financial consultant; <br />Gary Groehn, Abdo, Abdo, and Eich, City Accountant; <br />John Stewart, Maier, Stewart and Associates, City Engineer; <br />William Hawkins, Burke and Hawkins, City Attorney. <br /> <br />John Stewart represented information for water as was also done <br />at the August 12, 1987 regular meeting. Copies are on file with <br />the City Clerk. <br /> <br />Mr. Stewart~~sed that it is the responsibility of the <br />developers inv~l~ in this proposed project to put in pipes in <br />the ground and that he recommends that the City put an assessment <br />on the properties involved versus a hook up charge. <br /> <br />Four discussed methods of payment for the proposed City portion <br />of the project were: <br />1. Mill rate increase of 2-4 mills, <br />2. An additional 94 assessable lots, <br />3. Defeasance of 1976 sewer bond, <br />4. Tax increment financing. <br /> <br />Carolyn Drude presented a model tax increment financing plan and <br />explained the concept. The model tax increment financing plan is <br />on file with the City Clerk. <br /> <br />Gary Groehn advised that when the 1976 sewer bond were paid off <br />the income from that account could be used in the general fund. <br />He noted that the income from the 1976 sewer bond in 1986 was in <br />excess of $100,000. <br /> <br />It was the general consensus of the Council that an additional 94 <br />lots was not feasible at this time, and that the mill rate <br />increase was not acceptable. <br /> <br />Per Mayor L~Allier request, William Hawkins advised that it would <br />be up to the Council to determine City policy on how to pay for <br />this and future projects. <br /> <br />Members of the audience asked questions of the water system: <br />Ivan Barott, 7129 Main Street <br />Dave Lutz, 7170 Shad Avenue <br />Joe Perkowski, 7231 Mill Road <br />Leon Hensel, 7136 Main Street <br /> <br />Ken Briggs of Harstad Companies and John Johnson of Merila and <br />Associates were present representing the Centerville Heights <br />development.
