<br />City Council Special Meeting <br />August 19, 1987 <br />Page Two <br /> <br />could justify for the right to connect to municipal water. <br /> <br />Placement of the tower was discussed, but not decided upon as the <br />project is still in the concept stages. Possible placement of <br />the tower was Lot 4, Block 2, Peterson's Old Homestead Addition <br />(City property), or on the proposed Centerville Heights <br />development park land. <br /> <br />Ms. Drude advised that the Center Oaks II development could be <br />tax increment district #1 and the building permits issued from up <br />to 90 days before the actual existence of the district could be <br />captured for tax increment financing. Anoka County would have 30 <br />days from the receipt of the notice of this proposed district to <br />respond or this 30 days could be waived if a written response <br />acknowledging the project. <br /> <br />It was questioned as to whether it would be feasible to run the <br />water pipes to the industrial district at this time. City <br />Engineer advised that water does tend to stagnate on dead ended <br />pipe if the length is greater than 600-700 feet. <br /> <br />Ron Stahlberg, Lino Lakes City Engineer was present and advised <br />that Lino Lakes is looking at a million gallon water tank for <br />Birch STreet east of the Lakes Addition and near 35W and Lake <br />Street. <br /> <br />Motion by Neumann, second by Wilharber to direct Carolyn Drude of <br />Ellers and Associates to prepare a tax increment financing plan <br />regarding the proposed water system and using Center Oaks II as <br />the proposed tax increment financing district, to be presented at <br />the August 26, 1987 regular City Council meeting; the figures in <br />this plan to be a rough draft, motion carried unanimously. <br /> <br />Bob Houle, 7140 20th Avenue was present to request that the City <br />allow him to sewer his property as he is in the MUSA boundary. <br />Mr. Houle requests that the City pay for the cost to get the <br />piping to his property line. Mr. Houle advises that he has <br />gotten an estimate of $8.00 per foot for open cut to cross 20th <br />Avenue and that this would involve approximately 70 feet. <br /> <br />Motion by Wilharber, second by Fritchie to request a written <br />proposal from Bob Houle regarding the request to sewer his <br />property, which would include a cost estimate to go underneath <br />20th Avenue to tie into the sewer line; a copy of this letter <br />will be sent to Anoka County; City Engineer will review this <br />proposal and investigate previous assessments regarding sewer <br />installation, aye: Wilharber, Fritchie, Laska, Neumann; abstain <br />L'Allier. <br /> <br />Due to deadline of seven days notice for placement on future City <br />
