<br />Pursuant to due call and notice thereof, the City of Centerville <br />City Council held their regular meeting on Wednesday, May 27, <br />1987 at City Hall. Mayor L'Allier called the meeting to order at <br />7:00 p.m. Present: Fritchie, Laska. Absent: Robischon, <br />Neumann. Robischon arrived at 9:15 p.m. <br /> <br />Motion by Fritchie, second by Laska to accept the minutes of the <br />May 13, 1987 meeting, motion carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS <br />Mayor L'Allier noted the vandalism in the City parks: home <br />plates stolen, nails dumped in the parking lot, 3 foot hole cut <br />out of each backstop on the ball field. The fence is fixed <br />temporarily and City will try to obtain a bid from Metropolitan <br />Fence to permanently repair the backstops. Clerk will request <br />that the police department check those areas more frequently. <br /> <br />OLD BUSINESS <br />William Hawkins, City Attorney, presented the "Recommendation for <br />Financing 1987 Street Improvement Projects". He gave the <br />presentation under the assumption that the City will hold the <br />assessment hearing and assess the project in 1987. The bond will <br />be a 15 year bond, thus 15 year assessment, each principal and <br />interest payment will be an equal annual amount. The assumption <br />was also made that the City would pay about 8% interest on the <br />bond. There would be a call feature connected with the bond, <br />which would enable the City to prepay the bond and obtain bonds <br />at a lower interest rate, if available, after 10 years. The plan <br />is to solicit bids the month of June and to award the bid for the <br />bond on June 24, 1987. A copy of the above recommendation is on <br />file with the City Clerk. <br /> <br />Mr. Hawkins also noted that the citizens would only be assessed <br />the cost of the project, not necessarily the cost of the bond <br />monies borrowed. <br /> <br />Motion by Fritchie, second by L'Allier to adopt Resolution #87-10 <br />providing for the issuance and sale of $615,000 general <br />obligation improvement bonds of 1987. Motion was withdrawn by <br />Fritchie, second was withdrawn by L'Allier to wait until later in <br />the meeting when Council member Robischon would be present to <br />have a greater percentage of the council available for the vote. <br /> <br />John Stewart, City Engineer, represented the proposed road <br />maintenance budget. He advises to plan for sealcoating the roads <br />every 6-8 years and bump the levy if the roads needed sealcoating <br />sooner, versus having a higher levy to begin with. The budget's <br />recommended use is as a tool and not written in stone. The City <br />and the City Engineers can work with the budget and change it if <br />necessary. Due to Council concerns, Mr. Stewart will recalculate <br />the costs if the roads were to be sealcoated every 3-5 years. <br /> <br />Motion by Fritchie, second by L'Allier to appoint Council member <br />
