<br />Pursuant to due call and notice thereof the City of Centerville City Council <br />held their regular meeting on Hednesday, April 22, 1987 at City Hall. ~1ayor <br />L'Allier called the meeting to order at 7:00 P.ri. Present: Fritchie, <br />Robischon, Laska, Neumann. <br /> <br />Correction to the April 8, 1987 City Council meeting minutes, page six, fourth <br />paragraph to read, "i:lotion by Fritchie, second by Neumann to make r"1ayor L'Allier <br />first directive and Council member and Acting Mayor Robischon second directive <br />to the Public Works employees, motion carried unanimously.' <br /> <br />Motion by Neumann, ~econd by Fritchie to accept the minutes of the April 8, 1987 <br />meeting with the above correction, motion carried uanimously. <br /> <br />PETITIONS AND COr1PLAlrJTS <br />Council Inember Neulnann asked for an update on the possiblity of a street light <br />on the intersection of County Road 14 and County Road 54. Clerk advised that <br />Northern States Power has not responded with definite information as of yet. <br />Clerk will recontact Northern States Power. <br /> <br />r.1ayor L'Allier noted a complaint on a possible overvJe;ght truck o\~Jned by <br />Thomas Tourville, 756G Peltier Lake Drive, Lino Lakes. Council members <br />agreed that they did not feel the truck is overvv'ight, due to the lifting of <br />weight restrictions on roads and it being a tri-axle vehicle. Complainant <br />wishes to remain anonymous, Clerk will write to this person advising of the <br />City Council1s discussion. <br /> <br />Citizens have complained about the Jog(s) of Thomas Bjorklund, 1858 i-1ain Street. <br />One citizen reported the dog(s) dragging a deer. Clerk advised that a letter <br />\'Jas sent to >lr. Ejorklund on r~arch 11, 1987 "Jith Ordinance 11 24, requesting that <br />he contain his dog(s). ~"otion by Robischon, second by Neumann to send a <br />second letter to ~"r. 3jorklund, motion carried unanirnously. <br /> <br />3ill Svetin, 1687 Peltier Lake Drive, requested the City Council look into <br />dead ending Peltier Lake Drive by Centerville Road to prevent it1s use as <br />a through street. He feels that this is the general concesus of the property <br />o~ners on this street. Mr. Svetin advised that the residents would mow the <br />lllocked off area if sodded. John Stewart, City Engineer will investigate <br />the ramifications, give a cost estimate and feasibility study of such a dead <br />end on Peltier Lake Drive. Council members expressed concern as to whether <br />the area in question could be legally vacated and if this could possibly <br />cause a drainage problem. <br /> <br />i10tion by Neumann, second by Fritchie to have City Clerk consult Uillianl <br />Hawkins, City Attorney for any legal itlplications that could arise from the <br />dead ending of Peltier Lake Drive and then to refer the matter to the Planning <br />and Zoning Commission if appropriate, motion carried unanimously~ <br /> <br />APPEARANCES <br />Archie Gay, Civil Defense Director, appeared to update the City Council on <br />Centerville's Civil Defense operations. The first Wednesday of each month <br />the siren will sound for 5 minutes at 1:00 P.M. for emergency testing. In <br />an emergency situation the siren will be set off and run continously. The <br />rnajority of the nlonies budgeted for Civil Defense vJill be used for schooling <br />of the Civil Defense personnel. nr. Gay advised the Council of the need for <br />additional sirens to keep up with the population increase of Centerville. <br />r-lr. Gay vJill investigate infornlation on possible grants to help pay for nevI <br />sirens. He also suggests that new developments be required to pay a Civil <br />
