Page three - City Council
Meeting Minutes
April 8, 1987

Mr. Buesseler also pointed out that the dollar difference per
year between 100% assessment and 80% assessment to the bene-
fitin~ property owner with a $70,000 house would be approxima-
tely $50.00 per year. Mr. Stewart, City Engineer, confirmed
this.

Council member Fritchie noted that everyone seems to agree that
the roads need to be fixed, but nobody wants to pay for them.
She does not feel it is feasible to stack one assessment on top
of another with advalorem taxes in a city this size.

City Engineer potnted out that the City incurs liability for
some of the worst roads, for example portions of Peltier Lake
Drive. Some of the roads are to hazardous.

Jim Smith, 1629 Peltier Lake Dr. expressed concern over the
City's ability financially to maintain the reconstructed roads.
Mayor L'Allier advised that it would be budgeted for.

Alan Winn, 1777 Center St. voiced that if a portion of Center St.
were reconstructed this year, he would not want to see heavy equip-
ment on this new voad 2-) years later when the rest of Center St.)
is in need of reconstruction.

The Council was in agreement that there would be no advantage
to making a decision as to whether any sections of the pending
road reconstruction project should be dropped at this time.
The Council would like to get the bids first & make a decision
when the costs to the property owners are better known. 0

Council member Robischon would like to see what the dollar diff-
erence would be if the west end of Peltier Lake Dr. were dropped.

Mayor L'Allier advised that he would consider taking out Shad
Ave. & the west end of Peltier Lake Dr., but only because the
persons involved who would pay for it seem to be against it.
However, if the road were a hazardous situation he would not be
in favor of dropping it.

Pat Schwieger, 1708 Center St. asked how long is the assessment
pending, City Engineer advised that because it was not specified
in the motion, it is pending for one year. It was suggested that
the City try to tie the Sorel Street extension into the bid.

Motion by Robischon, second by Laska to table the determination
of which roads or sections of roads will or will not be included
in the road reconstruction project, motion carried unanimously.

Meeting resessed 101)0 P.M.

~
