<br />Page Three - City Council <br />Meeting Minutes <br />March 25, 1987 <br /> <br />~I <br /> <br />In regard to Mr. Svetin's concern, the city attorney assured that the <br />7,000 feet in question was owned by St. Genevieve Church, St. Genevieve <br />Cemetary, and the City of Centerville and that they are also assessable. <br />He, however, questioned -the ability of St. Genevieve Cemetary to pay the <br />assessment as they may only have a small maintenance fund available. <br />City engineer advised that a percentage of the 7,000 feet in question <br />is slew which is nonbuildable on either side, discount front footage <br />for corner lots and intersections. <br /> <br />Members of the audience asked questions and expressed concern regarding <br />the Appraisal Report. <br />George Haberman, 7288 Mill Road <br />Dan Kupfer, 1761 Center Street <br />Myra Spijer, 7200 Mill Road <br />Donna Erickson, 1548 Peltier Lake Drive <br />Marie Winn, 1777 Center Street <br />Clint Crookston, 7235 Mill Road <br />Carol Pelton, 7178 Mill Road <br />Sonny DaBruzzi, 7137 20th Avenue North <br /> <br />Joe Perkowski, 7231 Mill Road, expressed concern about the new developers <br />breaking up the roads, but felt it was not logical to delay reconstruc- <br />tion to wait for the developers to complete their projects. <br /> <br />Pat Schweiger, 1708 Center Street, felt that the homes on the east end <br />of Center Oaks I should share the cost of reconstruction of Center <br />Street, as Center Street is the only way out of Center Oaks I and thus <br />would benefit from its reconstruction. City attorney responded that <br />as the homes in question have no front footage to the proposed recon- <br />stuction, their individual lot value would not increase, thus not <br />assessable. <br /> <br />Tom Wilharber, 6849 Centerville Road, pointed out several items: <br />1. $32,900 has already been spent on research of the proposed <br />reconstruction project. <br />2. Lino Lakes assesses 100% front footage to the property owner. <br />3. City attorney has confirmed that it is normal to assess the <br />benefiting propery owner. <br />4. City of Centerville needs businesses and can not afford to <br />continue to increase their taxes, it might be to much for <br />them. <br />5. 117 homes are affected by the proposal of road reconstruction. <br />6. What ever the City of Centerville decides to do \~ill set a <br />precident. <br /> <br />Mayor L'Allier questioned the engineer as to how feasible the road <br />reconstruction plans and specifications would be for future use if the <br />project were not ordered at this time. City engineer advised that the <br />City of Centerville now has a working set of documents for the project and <br />that it should not cost more than $300-$400 to update if the project <br />were tabled at this time and were used 1-2 years down the road. <br /> <br />Council member Fritchie stated that the City of Centerville has spent <br />a lot of money and time so far and in her opinion the city engineer <br />
