The city engineer <br />advised that this would be taken care of if the road reconstruction <br />project were to go through. <br /> <br />Per the city engineer, Clerk will send a letter to Theodore Reeck, <br />who is building a new home at 7294 Mill Road, to advise hinl to put a <br />swale in when grading the lot. <br /> <br />Council member Laska questioned the road quality of the proposed new <br />housing developments. City engineer advised that this would be in <br />their feasibility studies. Mayor L'Allier noted that this issue could <br />be added in the developers contracts. <br /> <br />Dan Tourville, 6994 Centerville Road, Planning and Zoning Commission <br />Chairman advised that the proposed Harstad and Parent Construction <br />developments hope to get the same contractor that the City of Centerville <br />will use for road reconstruction to save money on their roads. City <br />engineer advised that the City of Centerville may want to put the <br />condition in the bid that blacktopping roads connecting to new develop- <br />ments be done at the same time the development roads are constructed <br />to prevent wear and tear. <br /> <br />Motion by Fritchie, second by Neumann to instruct Maier Stewart and <br />Associates, Inc., city engineers, to advise the City of Centervi11e <br />in writing what monetary amount will be needed for a road maintenance <br />program, so as to plan this in the next budget, motion carried unani- <br />mously. <br /> <br />Bill Svetin, 1687 Peltier Lake Drive, questioned how long new roads <br />would hold up, as the old roads broke up within two years. City <br />engineer advised that the new roads should last 15 years before overlay <br />would be needed. <br /> <br />Bill Hawkins, city attorney, explained State Statute, Local Improvements, <br />Special Assessments, Chapter 429 briefly to the audience. Mr. Hawkins <br />advised that Curtis Larson, Appraiser determined that the increase <br />in property value would equal if not exceed the dollar amount of the <br />assessment against the property in regard to the proposed reconstruction <br />project. The Appraisal Report is on file with the City Clerk. <br /> <br />Bill Svetin, 1687 Peltier Lake Drive, expressed three major concerns: <br />1. That the appraisal by Mr. Larson was completed on lots without <br />regard to the home on the property. <br />2. Of the 25,000 feet that would be assessed, 7,000 feet was land <br />not owned by individual property owners. <br />3. Previous petitions have proved that the people are willing to <br />pay a percentage of the assessment, 70% to the property owner. <br />Mr. Svetin's overall opinion is that the City of Centerville Council <br />members reconsider Council member Laska's recommendation'to repair <br />versus reconstruct roads. <br /> <br />City attorney responded advising that per Mr. Larson, Appraiser, the <br />actual land on the lots would increase in value. The home on the lot <br />was not considered as the value of the actual home would remain constant. <br />He reiterated that the appraiser felt the assessment would be sustained. <br />
