<br />Page Five - City Council <br />~1eeting r~inutes <br />t'larch 25, 1987 <br /> <br />7~%-8% interest rate, dependent on the interest rate the City of <br />Centerville will pay on their bonds. <br /> <br />Blaine Paschke, 1740 Peltier Lake Drive, and Art Mohler, 1756 Peltier <br />Lake Drive expressed their opinions that Peltier Lake Drive should be <br />reconstructed at 100% front footage assessment to property owners. <br /> <br />Motion by Fritchie, second by Neumann to assess 100% front footage to <br />the benefiting property~owners for road reconstruction: aye - Fritchie, <br />Neumann, L'Allier; nay - Laska; abstain - Robischon, motion carried. <br /> <br />Motion by Robischon, second by Neumann to order the road reconstruction <br />project as stated in Maier Stewart and Associates Plans and Specifications, <br />titled Street and Storm Drainage Improvements, dated March 1987: <br />aye - Neumann, Robischon, Fritchie, L'Allier; nay - Laska, motion carried. <br /> <br />Per city attorney bond sale can not be done until the bids are completed, <br />but will have no problem signing contracts with bidders in the interim. <br /> <br />Motion by Neumann, second by Fritchie that the City of Centerville <br />hold open bidding to contractors for the road reconstruction project <br />on Friday, April 24, 1987 at 3:00 P.M. at the City of Centerville City <br />Hall, motion carried unanimously. It is required that one_Council member <br />be present at the time of open bidding. <br /> <br />A special hearing will be held Wednesday, April 29, 1987 at 7:00 P.M. <br />at the City of Centerville City Hall to consider bids for the road <br />reconstruction. <br /> <br />The determination of which roads to reconstruct from the project \-/ill <br />be at the Wednesday April 8, 1987 City Council Meeting. Roads under <br />consideration are Peltier Lake Drive, Mill Road, Shad Avenue, and <br />Center Street. A majority vote fronl the City Council will be needed for <br />reconstruction of any of the above roads. Per city engineer even though <br />whole project has been ordered, the City of Centerville still has the <br />option to delete sections of the project. City attorney cautioned that if <br />additional areas of roads are to be included in the project, it must <br />be now so that the necessary hearings can be held and bonds taken out. <br />He advised that it would be costly to do smaller pieces later. <br /> <br />City engineer expressed concern over the possible Parent Constrt!ct;on <br />development and its possible affect on the roads. The city engineer <br />and city attorney will work out possible wording for the contract for <br />Parent Construction to attempt to maintain the quality of the road(s) <br />possibly affected. <br /> <br />. " <br /> <br />Motion by Fritchie, second by Neumann to accept the road reconstruction <br />plans and Specifications from Maier and Stewart and Associates, dated <br />March 1987, titled Street and Storm Drainage Improvements 1987-1, which <br />makes this City of Centerville Project 1987-1, motion carried unanimously. <br /> <br />City engineer presented the Specifications for Street Seal Coating. <br />The areas covered in the specifications are the City core; Mound Trail, <br />Lar~otte Drive, Brian Drive.
