<br />Page Four-City Council <br />Meeting Minutes <br />March 11, 1987 <br /> <br />Presentation was made by Dick Wedell and Jim Merila, re- <br />presenting the Harstad project, to add an R-2A zoning <br />district. Motion by Robischon, second by Neumann to add <br />R-2A zoning district to Ordinance #4, and to instruct <br />Planning and Zoning Commission to hold a public hearing <br />regarding this on April 6, 1987, motion carried unanimously. <br /> <br />Harstad will incur costs to changes in the comprehensive plan. <br />City engineers estimate this will be approximately $750.00- <br />$1000.00. Mr. Wedell estimates the project can begin June 1, <br />1987 and expect it to take 3 years to complete the entire <br />project, dependent on interest rates. <br /> <br />Motion by Neumann, second by Fritchie to have city engineers <br />look into changing the MUSA line to better accomodate 10 acres <br />of the northeast section of the Harstad project and to expand <br />the capacity of the sewer system, motion carried unanimously. <br /> <br />Kent Roessler of Kenco Construction appeared to request an <br />Overweight Permit to haul blocks to a building site. <br /> <br />Terry Mauer, city engineer advised that he would be against <br />this permit as the restrictions are to protect the roads. <br />Council members agreed. <br /> <br />Motion by Robischon, second by Neuman that the City Council <br />not lift the road restrictions and do not issue an Over- <br />weight Permit to Kent Roessler, motion carried unanimously. <br /> <br />Terry Mauer advised that they are in the process of doing <br />a feasibility study on Center Oaks II, they will not have the <br />preliminary plan until mid week and the final draft will be <br />available at the next Planning and Zoning meeting. <br /> <br />Motion by Robischon, second by Neumann to appoint Katrina <br />Vermeulen as the new Planning and Zoning Commission member, <br />motion carried unanimously. <br /> <br />Motion by Laska, second by Neumann to renew Special Use <br />Permit for Bernard Henrich to operate marine and power <br />equipment repair in garage at 6945 Centerville Road, motion <br />carried unanimously. <br /> <br />Motion by Robischon, second by Fritchie to approve Cable <br />Resolution #3, amending Article VI, Section 1 and Article X, <br />Section 3, motion carried unanimously. A copy of the cable <br />amendments is attached to and made a part of these minutes. <br /> <br />Motion by Neumann, second by Fritchie to participate in <br />the Minnesota Housing Finance Association Rental Rehabili- <br />tation Program, motion carried unanimously. City of <br />Centerville will advertise the program on cable and in the <br />Quad Press. <br /> <br />Motion by Robischon, second by Fritchie to amend City of <br />Centerville Policy for City Operation implementing a 90 <br />day proba~ionary period and giving the City Council the <br />
