<br />Page Three-City Council <br />Meeting Minutes <br />March 11, 1987 <br /> <br />of the Special Use Permit for Jerry Roach until he can <br />attend with and elevation map, motion carried unanimously. <br /> <br />Members of the audience expressed opposition to the Special <br />Use Permit. Also, expressed was concern that citizens have <br />been attending many meetings regarding this and would like <br />the Council to be more firm on requiring Jerry Roach's <br />attendance or dismissing the Special Use Permit because of <br />the length of time it has taken to resolve this issue. <br />Carol and Joe Pelton, 7178 Mill Road <br />John Probst, 7167 Mill Road <br />A letter was also presented to the City Council referencing <br />effect on property values. A copy of the letter is attached <br />to and made a part of these minutes. <br /> <br />Audience was advised that a letter would be sent to Jerry <br />Roach and that he would not be placed back on the agenda <br />until he responds. The appearance of this issue on the <br />agenda will be on cable and citizens could always contact <br />City Hall for upcoming agendas. <br /> <br />OLD BUSIN~SS: <br />Terry Maurer and John Stewart, city engineers, arrived late <br />and presented preliminary plans for road reconstruction. <br />Action is not needed by the Council at this time. <br /> <br />George Haberman, 7288 Mill Road expressed concern about the <br />turning radius available on the intersection of Peltier Lake <br />Drive and Mill Road. City engineers will check into this. <br /> <br />Tom Wilharbor, 6849 Centerville Road inquired as to whether <br />the preliminary plans reflect that road reconstruction will <br />be within the original estimated cost. City engineers <br />advised that it will be at least $50,000 less than antici- <br />pated, in addition part of the project has been dropped, <br />so might even be somewhat less. <br /> <br />Wayne LeBlanc, 1677 Peltier Lake Drive requested the city <br />engineers express their opinion on how the roads will be <br />affected by the construction of the Harstad development. <br />City engineers feel that traffic can be controlled during <br />development and Harstad is agreeable. Harstad will come <br />from the east on County Road 14. <br /> <br />NEW BUSINESS. <br />Jerry Roach, 7159 Mill Road arrived late with ~building <br />elevation map. Mr Roach advised that he can not comply <br />with Condition #7. He requests the Council allow him to <br />obtain a Performance Bond in substitute of the 125% letter <br />of credit. <br /> <br />Opposition was expressed by the audience. <br /> <br />Motion by Fritchie, second by Neumann to have City Clerk <br />contact city attorney to get an opinion on 125% letter of <br />credit versus a Performance Bond, motion carried unanimously. <br />
