City of Centerville <br />City Council Meeting <br />June 11, 2008 <br />City Administrator Larson stated that City Attorney Glaser needs to look at it first, so it is <br />not on this Agenda, but it will be on the next Agenda. He added that they would fix the <br />resolution number contained in the draft resolution. <br />Motion by Council Member Paar ,seconded by Council Member Lee, to approve <br />Res. #08-016- Ordering Plans and Specifications on Improvement - 2009 Street <br />Proiect. All in favor. Motion carried unanimously <br />2. Res. #08-017 -Declaring Costs to be Assessed, Orderin.~ Prep. of Proposed <br />Assessments and Calling for a Public Hearing -Part of Old Mill Road <br />City Administrator Larson reported that this project is close to completion and there is <br />only minor work to be done. He stated that a Public Hearing would be scheduled for <br />approximately 1 month from today's date. <br />Motion by Council Member Paar, seconded by Council Member Broussard Vickers, <br />to approve Res. #08-017 -calling for public hearing on special assessments for the <br />Old Mill Road Improvement. All in favor. Motion carried unanimously <br />Appraisal Updates/Expenditure of Funds -Old Mill Road & Backa e.~ Road <br />Special Assessments <br />City Administrator Larson suggested that the City Council authorize an appraiser to <br />review Old Mill Road, based on actual conditions to make sure we are in good shape with <br />the proposed assessment. He stated that the appraiser should also take another look at <br />Backage Road property as we prepare to assess that project. He added that they could <br />take it a step further to engage a second appraiser to provide a second opinion. He stated <br />that the cost would be a couple thousand dollars to update previous work, and $4-5,000 to <br />confirm with a second appraiser. <br />City Attorney Glaser stated that having a second appraiser would give us more tools to <br />look at. He stated that there has been a lot of contention on both projects, and it would be <br />in our best interest to be very accurate. <br />Mayor Capra inquired whether the City Council agreed. <br />Councilmember Broussard-Vickers stated that she would want to wait to see what the <br />first appraisal showed before agreeing to schedule a second one. <br />Councilmembers Lee, Paar, and Lakso were in favor of getting a second opinion to <br />ensure that there are no surprises. <br />City Attorney Glaser stated that they would adjust for market conditions at the same time. <br />He added that, if both appraisers are close, the City will have a strong case. <br />Page 7 of 15 <br />
