City of Centerville <br />City Council Meeting <br />June 11, 2008 <br />Motion by Council Member Paar, seconded by Council Member Lakso, to approve <br />the expenditure of funds -not to exceed $8,000 -for an appraisal, and a second <br />confirming appraisal for Old Mill Road and Backa~e Road. (4/1) (Council Member <br />Broussard Vickers opposed) Motion carried. <br />4. Extend Purchase Agreement for Property in Block 7, Downtown to Centerville <br />Main Street, LLCBeard Group (Pages 45f-45r~ <br />City Administrator Larson stated that the Beard Group applied for outside funding and <br />was turned down last year. They have reapplied and need to have the Purchase <br />Agreement updated, because the original one has expired. The new date would be <br />December 30, 2008. <br />Mayor Capra replied that they would get their results in October, but they would not be <br />able to start construction until next year. <br />Councilmember Lee made a motion, seconded by Council Member Paar, that an <br />extension to the Proposal Agreement be approved, Motion carried. (4/0/1) Council <br />Member Broussard-Vickers abstained. <br />VIII. NEW BUSINESS <br />1. Contaminated Soils/Downtown Area <br />City Administrator Larson reported that in the process of the County doing the road <br />project, they found signs of contaminated soil at 3 locations, causing odors resembling <br />gas or diesel fuel. <br />City Attorney Glaser stated that if they experience odors of gas or oil smells, the County <br />may be able to leave it in place. PCA may not make them change it. If the City then <br />builds next to that road, the vapors could seep into the building next door. <br />City Engineer Statz showed on the screen Area 1, 5 and 6 around Main Street, where the <br />odors were found. He stated that they found tanks around Area 1. He stated that the <br />issue for the City's concern is what would happen if they built, as the buildings next to <br />the road may get transferred odors. He added that the County not have obligations to <br />mitigate contaminated soil under the roadway. <br />City Attorney Glaser stated that if the City does not act now, they might lose the <br />opportunity to resolve the issue before the roadway is built. <br />Page 8 of 15 <br />
