<br />1 GENERAL <br /> <br />Successful public relations are a very important element in every City employee's <br />job. It is important to be considerate, pleasant, prompt and briE\f in all dealings <br />with the citizens of the City of Centerville. The impression we make over the <br />phone or in person, whether good or bad, will be the one that the citizen will <br />remember. <br /> <br />1.1 Purpose <br /> <br />The purpose of this policy is to establish a uniform and equitable system of <br />personnel administration for all employees of the City of Centerville as well as all <br />organized personnel who work under a negotiated agreement with the City. In <br />the event of a conflict between the terms of the negotiated agreement and this <br />personnel policy, the terms of the negotiated agreement shall take precedence <br />and those employees subject to the agreement shall be so regulated. Nothing in <br />this policy shall be construed as part of an employment contract between the City <br />of Centerville and its employees. Additionally, the provisions in this policy <br />supersede all prior employee policies. The City of Centerville reserves the right <br />to change the provisions of this personnel policy from time to time without notice. <br />This policy supersedes any prior representations or understandings and shall be <br />subject to all applicable State and Federal Laws, as well as City Ordinances. <br /> <br />1.2 Scope <br /> <br />This personnel policy applies to all City of Centerville employees, except the <br />following: <br />· Elected Officials <br />· Consultants Rendering Professional Service <br />· Members of City Boards, Commissions, and Committees <br />· Persons Engaged Under a Specific Employment Contract <br /> <br />All employees covered by a collective bargaining agreement entered into in <br />accordance with the Public Employment Labor Relations Act, Minnesota Statues <br />9 179A.01-179A.25 shall be exempt from any of these provisions which directly <br />conflict with the language in the bargaining agreement. <br /> <br />1.3 Authority <br /> <br />The provisions of this personnel policy may be revised or amended at any time <br />by resolution at the sole discretion of the City Council. The City Administrator <br />shall make interpretation of these policies or decision on items not covered with <br />them. <br /> <br />1 <br />
