<br />New positions can be developed as needed but shall be approved by the Council <br />during the budget process, or as needed, prior to filling the position. <br /> <br />3-3 Assignment of Work <br /> <br />Assignment of work duties and scheduling work is the responsibility of the City <br />Administrator and shall occur at the discretion of the City Administrator. It is <br />recognized that jobs may change over time to respond to the changing needs of <br />the organization. <br /> <br />3-4 Classification of Job Duties <br /> <br />The classification of job duties, establishment of minimum qualifications, and the <br />maintenance of job descriptions and related records shall be the responsibility of, <br />and shall occur at the discretion of the City Administrator. <br /> <br />Whenever a job has changed sufficiently so that it no longer fits the description, <br />the City Administrator shall make an appropriate recommendation to the City <br />Council for approval which could involve: reclassifying the job to another existing <br />job class; creating a new job class; updating the job description; restructuring the <br />job to fit an established or proposed class; or other action as deemed <br />appropriate. <br /> <br />4 APPOINTMENTS <br /> <br />4. 1 Vacancies <br /> <br />Vacant positions will be filled on the basis of a regular or temporary appointment <br />and may be made on a full-time or part-time basis. <br /> <br />Applicants for initial hire or promotion must normally submit written application <br />material setting forth their qualifications and such other information as may be <br />pertinent and required by the City. <br /> <br />Applicant qualifications will be evaluated, according to the City's discretion, in <br />one or more of the following ways; a rating of experience and training; a written <br />test; an oral test or interview; a performance or demonstrative test; or other <br />appropriate job-related exam. <br /> <br />4.2 Job Posting <br /> <br />5 <br />
