<br />Planning & Zoning Commission <br />Meeting Minutes <br />October 4, 2005 <br /> <br />riding through neighborhoods, encouraging destination traffic and Point A to Point B <br />riding. The second issue would be banning studs within the City limits. Commissioner <br />Wright stated that they had also discussed reducing speed limits. Chair Hanson asked if <br />the snowmobilers present felt that reducing the speed limit would reduce the noise. <br /> <br />Michael Hillman of 7086 Progress Road stated that the noise would be reduced, however <br />there is a lot of noise generated when you rev up the throttle, for example, after you slow <br />down to make a curve, you rev up to get back up to speed. <br /> <br />Norma Essex of 7333 Old Mill Road stated that are a lot of turns on the creek and she <br />agrees that is where a lot of the noise comes from in speeding up to make the turns. Ms. <br />Essex stated that the creek is very close to the rear of many of the homes and wondered if <br />there could be a rule making them stay a certain number of feet away from homes in front <br />and back. She stated that kids just ride up and down the creek and even used a riding <br />lawnmower last year. <br /> <br />Commissioner Wright stated that the ad hoc committee talked a lot about the need to <br />educate the public and discussed options such as an insert with the water bill and articles <br />in local newspapers. <br /> <br />Mr. Hillman stated that he feels a lot of the problems are with kids. He stated that he <br />doesn't let his children ride alone and has also had them attend safety classes. He stated <br />that these classes are now tied to driver's licenses, so if they get a ticket on the <br />snowmobiles, it goes on their driving record. <br /> <br />Commissioner Hanzal asked if the trail by the lake will be closed. <br /> <br />Commissioner Wright stated that is the plan and they had discussed the possibility of <br />getting access near the water department property. He stated that they discussed posting <br />information so people cannot plead ignorance of the rules. He stated that they had also <br />discussed creating maps for riders that, in addition to listing the rules, would also list <br />where local bars, gas stations and restaurants are located. He stated that there is a <br />possibility of the Community Service Officer helping with enforcement, although they <br />cannot stop riders, they can issue tickets. <br /> <br />Joel Swenson of 7006 Progress Road stated that he was on the ad hoc committee and they <br />had also discussed riders "self-policing" in that they could help make people aware of the <br />rules if they see them violating them. <br /> <br />Ms. Essex suggested getting the snowmobile club involved in monitoring certain areas of <br />the City. <br /> <br />Mr. Hillman stated that he supports destination riding because there is no reason to be <br />riding back and forth in the same area. <br /> <br />Page 2 of? <br />
