<br />Planning & Zoning Commission <br />Meeting Minutes <br />October 4, 2005 <br /> <br />Tom Piersiak of 7096 Progress Road stated that there are other communities who have <br />police officers on snowmobiles with radar guns to ticket speeding machines. <br /> <br />Commissioner Love stated that he was concerned with the language of Point A to Point B <br />and fears that would restrict people from going to local businesses. <br /> <br />Chair Hanson stated that it is npt the intent to restrict people from going to local <br />businesses just to eliminate riding back and forth with no destination in mind. <br /> <br />Ms. Essex again suggested working with the snowmobile club to pass out maps and <br />ordinance information. <br /> <br />Chair Hanson suggested that local businesses could also be involved in passing out <br />ordinance information. <br /> <br />City Administrator Larson stated his concern that this would default back to City staff <br />who does not have the time nor the resources to handle this effectively. He suggested <br />that there may be a way to have the snowmobile club take the lead in handing out <br />materials. <br /> <br />Mike Schwitzer of 1822 73rd Street stated that he had taken the liberty of drafting an <br />easier to read ordinance for the Commission to consider. <br /> <br />Commissioner Hanzal asked if the ad hoc committee had come up with any idea for <br />funding the signs. He stated that the signs should be posted on the lakes for people <br />coming into the City. <br /> <br />Commissioner Pangell stated that the access points need to be defined because he was <br />confused about where people can get off the lake if they cannot use the church access <br />point. <br /> <br />Mr. Piersiak asked why the church access would be closed. <br /> <br />Commissioner Hanzal stated that it is private property and they are building a new <br />facility in the area as well. <br /> <br />The Commission discussed hours of operations for snowmobiles. <br /> <br />Commissioner Wood stated that he feels hours of operation should mirror the noise <br />ordinance. <br /> <br />Chair Hanson reviewed the language in the noise ordinance, which has noise limits <br />between the hours of 10 p.m. and 7 a.m., seven days a week. <br /> <br />Commissioner Love stated that he feels longer hours on weekends are warranted. He <br />stated that if snowmobilers follow the speed limits, this should cut back on noise <br /> <br />Page 3 of7 <br />
