<br />/--- <br />( <br /> <br />RESOLUTION #7-77 <br /> <br />A RESOLUTION SPECIFYING THE INTENT OF THE CITY OF CENTERVILLE <br />TO PREPARE AND ADOPT RESOLUTION FOR SEPTIC TANKS AND THE RURAL <br />SERVICE AREA TO ASSURE THE PROTECTION OF METROPOLITAN INVEST- <br />MENTS IN THE CENTERVILLE INTERCEPTOR <br /> <br />WHEREAS, the City of Centerville has designated that portion of <br />the city not to receive central sanitary sewer service until <br />after 1990 as the rural service area in the city's Compre- <br />hensive Sewer Plan; and <br /> <br />WHEREAS, the Metropolitan Council has expressed its expectation <br />to the city to prepare and adopt septic tank regulations, <br />including maintenance provisions, and regulations for the <br />rural service area to prevent the premature expansion of <br />metropolitan sewer service, and to encourage the use of <br />available sewer capacity in the urban service area; and <br /> <br />WHEREAS, the Metropolitan Council has expressed the expectation <br />that septic tank and rural service area regulations should be <br />adopted to coincide with the completion of the Centerville <br />Interceptor; and <br /> <br />WHEREAS, the City of Centerville recognizes the need for appro- <br />priate rural service area regulations and regulations to <br />assure the continued satisfactory functioning of on-site <br />disposal systems to prevent the premature extension of <br />metropolitan systems and to avoid the premature demand for <br />fi"scally burdensome ci ty urban services; and <br /> <br />WHEREAS, the City of Centerville is willing to provide the <br />Metropolitan Council with adopted septic tank and rural <br />service area controls to coincide with the completion of the <br />Centerville Interceptor. <br /> <br />NOW THEREFORE B~ IT RESOLVED by the City Council of the City <br />of Centerville: <br /> <br />1. The city will prepare and adopt regulations for septic <br />tanks and the rural service area to protect metropolitan <br />investments in the Centerville Interceptor and Centerville's <br />investment in the local sewage collection system. . <br /> <br />2. The city will accomplish regulation adoption by September <br />1, 1977, or as soon thereafter as is reasonably possible <br />under public hearing requirements established by Minnesota <br />statutes for the adoption of regulatory controls. <br /> <br />). ~he city will prepare and adopt regulations for the rural <br />serVlce area and for on-site sewage disposal systems that <br />will continue to exist in those other portions of the city <br />not scheduled for immediate sewer service by the city's <br />Comprehensive Sewer Plan which address Metropolitan Council <br />expectations in the following areas: <br />
